BAKCKGROUND
Intolerance and xenophobia due to 'fear of the unknown' is quite common in the Baltic States, which hampers the reception and integration of persons of concern. Media is one the UNHCR's key partners in awareness raising and advocacy. RRNE's multi-year objective is to consolidate existing and to create new relationships with main media outlets and key journalists to improve UNHCR's outreach and visibility. In addition to this RRNE will work with selected partner agency on the development and execution of a strategic branding and visibility campaign in Latvia, Estonia and Lithuania through the creation of an overarching identity that reflects the UNHCR characteristics in a recognizable way. The objective is to provide an overall brand and visibility positioning strategy that clearly conveys and effectively supports UNHCR mission. Activities, approach and execution will highlight UNHCR mission and in addition should inforce the positive aspects of the UNHCR and its impact and mission.

Northern Europe is a traditionally a strong UN supporter and one of UNHCR's main donor blocks providing high levels of predictable and un-earmarked funding in line with good donor principles.
RRNE will seek to maintain and increase the asylum space, obtain more financial and political support for UNHCR's global and regional activities, and increase UNHCR branding and visibility in the region as well as its outreach through strategic partnerships. In the second half of 2016 a proactive donor visibility strategy will be developed, pursuing to strategically demonstrate the results and impact of the donor contributions to the lives of PoCs. RRNE will organize field missions to document the impact of government funds on the lives of PoCs through production of multimedia material to be used throughout the year on different communications platforms and for specific country donor visibility campaigns

OBJECTIVE
Supporting the implementation of the communication, branding/visibility strategy for Latvia, Estonia, Lithuania, and creating donor visibility communications strategy and content.

RESPONSIBILITIES
The consultant will develop donor visibility communications strategy and create multimedia material highlighting and documenting donor impact to be used throughout the year on different communications platforms and for specific country donor visibility campaigns. The Consultant will coordinate and organize field missions to document the impact of government funds on the lives of PoCs through production of multimedia material. The Consultant will coordinate the development and execution of a strategic branding and visibility campaign in Latvia, Estonia and Lithuania. The Consultant will help and coordinate development of assessment of the UNHCR brand trust and confidence factor in Latvia, Estonia and Lithuania before and after the branding and visibility campaign.

DELIVERABLES
Deliverable 1; by 31 July 2016 - USD 2000
To create donor visibility communications strategy, to develop stories production schedule.

To organize and execute field media trips and produce multimedia material highlighting the results and impact of the donor contributions to the lives of people of concern.

Deliverable 2; by 30 September 2016 - USD 2000
To organize and execute field media trips and produce multimedia material highlighting the results and impact of the donor contributions to the lives of people of concern.

Deliverable: by 30 December 2016 - USD 3000
To organize and execute field media trips and produce multimedia material highlighting the results and impact of the donor contributions to the lives of people of concern.

To coordinate development of assessment of the UNHCR brand trust and confidence factor in Latvia, Estonia and Lithuania before and after the branding and visibility campaign.

SKILLS & QUALIFICATIONS

Technical/Functional
Excellent writing, editing and communications skills.
Very strong analytical skills, ability to multi-task;
IT literacy, including the ability to operate with on-line web-based applications;
Familiarity with various writing techniques.
Knowledge of the Nordics and the Baltics media landscape a plus

Minimum Requirements, Qualifications, and Experience:
A university degree in communications, journalism and/or marketing.

CONTRACTURAL ARRANGEMENT AND SALARY
According to standard UN contracts for consultants or affiliate workforce.

Duty Station(s) (specify if working from home):
In general, the consultant will work from home with some visits to the UNHCR Stockholm Office for meetings and consultations.
