The Stockholm International Peace Research Institute (SIPRI) seeks an acting Director to both lead and manage the work of SIPRI's Dual-use and Arms Trade Control Programme for a one-year period while the current Director is on a leave of absence.

SIPRI is an independent international institute whose core mission is to undertake research and activities on security, conflict and peace. Established in 1966, SIPRI provides data, analysis and recommendations, based on open sources, to policymakers, researchers, media and the interested public. SIPRI's research agenda has long focused on issues relating to dual-use and arms trade controls. The work of SIPRI's Dual-use and Arms Trade Control programme seeks to raise the quality of information available on national, multilateral and international export control systems and standards as well as promoting further improvements in all of these areas. This involves producing research and publications, developing tools and concepts, conducting seminars and other awareness-raising activities, and carrying out capacity-building efforts.

Recent projects have involved mapping efforts to build state capacity in areas relevant to Arms Trade Treaty (ATT) implementation, examining the impact of rapidly advancing technologies on the implementation of dual-use items and arms trade controls, and assessing efforts to implement these controls more effectively. Main tasks

The candidate should be able to make an outstanding contribution to the Institute's research and capacity-building activities in the area of dual-use and arms trade control.

Their main tasks will include:

• Conducting research on key issues and challenges related to dual-use and arms trade controls and contributing to an innovative and policy-relevant research agenda;
• Overseeing the implementation of externally funded projects and ensuring that deliverables are achieved in a timely and high-quality manner;
• Producing and over-seeing the production of high-quality publications on issues relating to dual-use and arms trade controls;
• Representing the Programme in meetings, conferences and other relevant forums;
• Contributing to SIPRI's publishing activities, including the SIPRI Yearbook;
• Networking with key donors, policy makers and media to disseminate the Programme's research and policy findings;
• Preparing well presented, effectively argued and properly budgeted research proposals to secure funding;
• Managing and mentoring line staff, including through performance reviews and objectives monitoring;
• Ensuing effective financial management, budgeting and oversight for project budgets; and
• Taking part in the collective life of the Institute.

Requirements

The successful candidate must have:

• A university degree or degrees, in disciplines and topics relevant to this post including at Master level and publications at PhD standard;
• The ability to work independently and as part of a team in an international environment;
• Experience with managing the implementation of multiple projects simultaneously while ensuring that staff remain engaged and motivated and able to deliver key outputs on time and to a high standard;
• At least five years of professional experience in the field of dual-use and arms trade controls as a researcher, analyst or policymaker;
• A detailed knowledge and understanding of relevant regional and international instruments in the field of dual-use and arms trade controls, such the ATT, EU Common Position on Arms Exports, and EU Dual-use Regulation;
• Fundraising experience;
• Excellent communication skills;
• Some experience in dealing with the media; and
• Fluency in English both written and spoken (although knowledge of Swedish is not required additional languages will be seen as an advantage).



Contract period

Starting from 22 June 2020, or as soon as possible thereafter. The appointment will be for one-year period. The successful candidate's employment at SIPRI may be subject to renewal depending on their profile and available funds. The post is full-time and the successful applicant will be expected to reside in Stockholm. The salary package will be negotiated individually.
