Within the CoS Humanitarian Programme, the East Africa Refugee Response is the largest existing sub-programme. The volatile situation in the region has created insecurity for millions of people and often the instable situation becomes protracted and chronic for the individuals seeking refuge. Besides the continuous flow of refugees and IDPs in the region, the protracted nature of this crisis is evident in the many refugee camps that for a long period of time have been present in several countries. The programme applies a long-term approach aiming at sustainable solutions whilst providing capacity for emergency response to acute on-set crises, such as sudden increases in refugee flows. During 2018-20 the Church of Sweden will continue to support our partners in this work in a coordinated effort within the East Africa Refugee Response, which comprises interventions in Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Uganda.
The East Africa Refugee Response is supported by a Senior Programme Coordinator based in the region (Nairobi) as well as the Senior Programme Officer based at CoS Humanitarian Unit in Uppsala.
Responsibilities
The East Africa Refugee Response Senior Programme Officer is based at CoS Head Office in Uppsala and, in close cooperation with the Nairobi-based Senior Programme Coordinator, is responsible for:
• Implementation of the East Africa Refugee Response Programme 2018-20.
• Day-to-day management of the programme, including: results based monitoring and reporting, budget planning and follow up.
• Continuous dialogue with implementing partners and key stakeholders on programme development and follow-up.
• Support and finalize applications for back donor funding, in collaboration with the CoS Global Funding Unit.
• Conducting monitoring visits to implementing partners and project sites.
• Identifying capacity-building needs and opportunities for learning and exchange of experiences across programme partners, including on community based psychosocial support (CBPS), gender, complaints response mechanism (CRM) and PMER.
• Organizing at least one partner meeting per programme year.
• Collaborating with policy functions within CoS (refugee/migration, humanitarian policy etc.) with documented best practices from the East Africa Refugee Response.
• Supporting other partners and events through the ACT Alliance (such as the CRRF, UNHCR stakeholder forums at global level etc.) in discussion with the Head, Humanitarian Unit.
• Monitoring developments in the region and support ACT appeals in acute emergencies related to refugees in the region.
• Other tasks as identified by the Head, Humanitarian Unit.
Required qualifications
• Master's degree in development or humanitarian studies, human rights or political science.
• Fluency in written and spoken English.
• 10 years of work experience, of which 5 years in relevant contexts (protracted crises/ humanitarian/refugees/IDPs) including through international/multilateral/similar organizations.
• Programme cycle management experience.
• Experience with project proposal writing and reporting toward major donors such as ECHO, SIDA.
• Ability to work well in a multi-cultural environment.
Desirable
• Knowledge of Arabic, Swahili or other languages relevant to the region.
• Experience working in child protection and education.
• Experience working with linking humanitarian-development work / resilience.
• Experience with working on quality and accountability including CRM.

The post requires travel to the countries included in the East Africa Refugee Response. We assume you share the values of the Church of Sweden. The starting date is as soon as possible. This is a full-time (100%) position. This is a permanent position.
