The Raoul Wallenberg Institute is currently seeking candidates for the position as Programme Officer at its Europe Office in Lund, Sweden.
The position is temporary for 12 months with start 1 August 2018 and with the possibility of prolongation depending on funding. The Programme Officer's primary responsibilities are to ensure that the human rights capacity development programmes of RWI in Europe are planned, implemented and followed up so as to achieve expected results.. The Programme Officer will report to the Director of the Europe Office.
Main Tasks and Responsibilities
• Plan and implement activities as outlined in approved work plans, including: developing terms of reference and agreements; developing agendas and materials; securing resource persons and other necessary inputs for activities; making necessary logistical arrangements (travel, accommodation, etc.); and coordinating completion of activity deliverables.
• Develop and monitor programme budgets, ensuring that budgetary resources are efficiently utilised to achieve expected results.
• Regularly assess and monitor programme developments and results.
• Stay informed of relevant geographic/thematic/political developments for the successful carrying out of duties and responsibilities of the position.
• Initiate and maintain regular contact with partners, relevant authorities, organisations, donors, etc.
• Prepare narrative reports to analyse the results of activities/programmes carried out.
• Develop work plans.
• Assess new programme opportunities within the mandate and concerning the priorities of RWI, and when relevant develop proposals for new programmes.
• Develop working methodologies and tools for the improvement of programmes.
• Conduct relevant research that informs and enhances the quality of programmes.
• Periodic travel to programme activity sites to successfully implement the duties above.
Qualifications
Obligatory qualifications:
• Relevant university degree; preferably specialisation in human rights or related field
• At least three years of documented programme management or other relevant experience in the human rights field, preferably in Europe
• Fluency in English with excellent English language writing skills
• Fluency in Russian, both orally and in writing
• Proven skills to work in teams
Advantageous qualifications:
• Experience from work in RWI's thematic focus areas, e.g. inclusive societies, economic globalisation and human rights, fair and efficient justice, and/or people on the move
• Experience from working with human rights in cooperation with academic institutions, civil society organisations and local authorities
• Research experience
• Ability to work under pressure and complete tasks within given timeframes
• Flexible, proactive and solution-oriented mindset with a desire to continuously improve work performance
