The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. The mission of the Institute is to promote universal respect for human rights and humanitarian law by means of research, academic education, and institutional development. In addition to research and academic education programmes, RWI has since 1990 been implementing a wide range of human rights capacity development programmes for institutions in developing countries, mainly with the support of the Swedish International Development Cooperation Agency (Sida).
Summary: RWI is currently seeking to fill a temporary vacancy, due to parental leave, for a Programme Officer position working with the Institute's National Human Rights Institutions (NHRI) capacity development programmes and projects. The assignment is for 12 months and is expected to start immediately.
The Programme Officer's primary responsibilities are to ensure that RWI's NHRI programmes and projects are planned, implemented and followed up on so as to achieve expected results enhancing the overall impact, quality and coordination of programme/project activities.
Duties and Responsibilities: Managing human rights capacity development programmes and projects within the mandate of the Department of International Programmes and in accordance with relevant templates and guidelines, the Programme Officer's tasks would include:
• Assessing new programme opportunities within the mandate of RWI, and drafting proposals for new programmes;
• Staying informed of and monitoring relevant developments concerning the areas prioritised by the Department;
• Initiating and maintaining regular contact, as well as participating in meetings, with relevant authorities, organisations, donors, etc.
• Drafting and monitoring budgets related to programmes;
• Drafting agreements and contracts with partner institutions and external consultants;
• Regularly assessing and monitoring programme developments and results;
• For completed programmes, preparing narrative reports to analyse the results of the respective programme carried out;
• Reporting to the Head of the Thematic Unit under the Department; and
• Participating in the work of other Units of the Department as necessary and as agreed by the Head of the NHRI Unit, performing the same tasks as above.
Qualifications:
• A minimum of three years of relevant professional experience in programme management, with a demonstrated ability to prepare project proposals and administer budgets;
• Strong knowledge of international human rights law, including university degree with preferably a specialisation in international human rights law or related fields;
• Strong experience of results based management and monitoring and evaluation tools;
• Sound understanding of the role NHRIs play in the promotion and protection of human rights;
• Demonstrated organisational, analytical, communication and interpersonal skills;
• Flexibility and ability to work under pressure and complete tasks within given timeframes;
• Proven skills to work in teams and generate innovative, practical solutions to challenging situations;
• Fluency in English and knowledge of other relevant working languages; and
• Sound knowledge of means and methods of international development cooperation work.
