GENERAL PRESENTATION
Läkare Utan Gränser, or Médecins Sans Frontières (MSF), in Sweden was founded by Swedish doctors in 1993. As a partner in the international MSF movement, MSF Sweden contributes to saving lives and alleviating suffering where we are needed the most, by securing stable financing and recruiting qualitative human resources to fit the needs of operations, and raising awareness of medical humanitarian crises among the general public and by provoking change for the populations we assist. The Swedish section consists of roughly 45 employees (including Face-to-face) and nearly 80 Office Volunteers. The turnover 2010 was SEK 433 million.
The new position of Office Human Resources (HR) responsible has a central role in the office and is responsible for the overall HR structure and processes of MSF Sweden. NB! The position is handling HR in the Swedish office. Field HR is handled by Field HR Department.
MAIN ACTIVITIES
Responsible for:
• The overall HR structure and HR processes in the MSF Sweden office (recruitment, work environment, staff development etc.) both for employed staff as well as Office Volunteers
• Ensuring that all tools and routines are in place in order for MSF Sweden to be a responsible and attractive employer both for employed staff as well as for office volunteers
• Building up HR-processes in order for MSF Sweden to have the HR-resources needed to reach MSF Sweden's overall objectives
In practice, this means to:
• Set up goals and strategies for how MSF Sweden work with HR issues such as work environment, ergonomics in the office, stress management etc.
• Support the GD and the Head of departments when it comes to questions regarding salary scoping, work conditions, interpretations of the HR-policy etc.
• Be responsible for the Office Competency Based recruitment strategy, which includes updating and developing templates for individual development plans, evaluations etc.
• Maintain and update all relevant MSF Sweden policies related to HR (salary policy, HR policy, Equal opportunity plan, recruitment policy, work safety plan etc.)
• Monitor relevant Swedish legislation in order to make sure that MSF Sweden complies with all relevant rules and regulations
• Be the contact person for all relevant external contacts in the field of HR (authorities, unions etc.)
• Support all Heads of Department (HoD), general director (GD) and other staff managers on HR related issues
• When required (new positions, change of position etc.) perform a HAY-evaluation together with HoD to establish the salary level and relevant box in the salary grid
• At regular intervals perform a mapping of MSF Sweden salary level to secure that the salary grid is correctly positioned in relation to the Swedish society and in accordance with the MSF Sweden salary policy
• Lead the MSF Sweden HR platform (meetings once per month)
• Represent MSF Sweden in NGO HR-network meetings (regularly in Stockholm)
• Actively work with the HR representatives of MSF in Norway and Denmark, to share information and experiences
• Work closely with the Finance and payroll administrator for the administration of Office HR (contracts, job descriptions, HR software, web applications etc.)
• Work closely with the office safety representative (skyddsombud/arbetsmiljöombud) to ensure a high standard working environment
• Work closely with the office volunteer coordinator to make sure that the office HR structure supports Office Volunteers
• Make sure that all necessary documentation regarding office employment is in place (contract, updated job description, annual evaluation, development plan etc.)
• Make sure that the office staff have the necessary training when it comes to fire safety, evacuation plan, first aid etc.
• Be responsible for the annual web based office survey and analysis of the results
• Investigate the possibilities to increase the use of IT-tools to support the overall HR-structure in the office
JOB REQUIREMENTS (Competences etc)
• Academic degree in the field of HR
• Solid and extensive work experience in the field of HR, minimum five years
• Solid knowledge of Swedish HR legislation
• Good analytic skills and strategic thinking
• Creative mind and solution oriented
• Good observation and interviewing skills
• Good communication and writing skills
• Diplomatic, flexible and patient
• Fluency in English and Swedish, written and spoken
VALUABLE
• MSF experience or similar
• Knowledge of the HAY-methodology
• Knowledge in Competency based HR management
