We are now looking for a Business Development Programme Specialist with EU focus for a one-year position. This is an exciting opportunity to strengthen our partnerships with DG INTPA and DG ECHO, support Country Offices in co-designing programmes, and lead on high-quality EU applications that mobilise resources for Plan International's programmes and partnerships globally.
About the Role
As Business Development Programme Specialist, you will play a central role in positioning Plan International with EU donors through strategic engagement, proposal development, and consortium building. You will help Country Offices strengthen their fundraising leadership, foster equitable partnerships, and co-create competitive, locally led proposals.
The role requires combining market intelligence with contextual analysis to articulate Plan International's added value and ensure programmes reflect innovation and partner priorities. A strong focus will be placed on localisation, supporting local organisations to design, access, and manage EU funding.
While EU donors will be your main focus, you may also contribute to wider institutional business development efforts in collaboration with colleagues across Plan International.
Key responsibilities include:
- Ensuring and supporting strategic donor engagement towards DG INTPA, DG ECHO, and EU delegations.
- Providing proactive, demand-driven support to Country Offices in co-designing proposals and programmes.
- Leading partner mapping and consortium building, ensuring strong, locally led partnerships.
- Identifying Plan International's niche and added value in different contexts to strengthen competitiveness.
- Tracking and analysing EU donor trends, priorities and funding opportunities to inform proactive positioning.
- Leading and quality assuring EU applications, ensuring compliance and competitiveness.
- Supporting implementation and compliance of the EU portfolio, including reporting and donor liaison.
- Facilitating knowledge sharing and strengthening organisational capacity on EU donor engagement and localisation practices.
What You Bring
- A university degree in business administration, economics, international development, or a related field (an advanced degree is a merit).
- Proven success in leading and winning EU-funded applications (DG INTPA, DG ECHO).
- Strong knowledge of EU funding mechanisms, rules, and regulations.
- Demonstrated experience in localisation approaches - co-design, consortium building, and supporting locally led partnerships, ideally with reference to the Grand Bargain or Charter for Change.
- Excellent communication skills in English (French is a merit).
- Strong strategic insight into donor priorities and trends, with the ability to position organisations competitively in a shifting landscape.
- Proven ability to identify and frame organisational added value in diverse contexts.
- Strong organisational and facilitation skills, with the ability to coordinate complex processes under tight deadlines.
- Agility to adapt to evolving donor agendas, including humanitarian, development, and nexus approaches.
To succeed in this role, you are proactive, analytical, and results-oriented. You are a strategic fundraiser and positioning specialist, able to combine relationship-building with sharp donor intelligence and hands-on programme support. Above all, you are committed to advancing locally led development and ensuring that funding translates into impactful, context-driven programmes.
Location and Employment Conditions
The position is a fixed-term contract of one year. The employment is on a full-time basis which corresponds to 37.5h/week. The position is based in Stockholm and a valid work permit for Sweden is a requirement.
We are also open to candidates based in a country where Plan International has a legal presence, subject to the agreement of the respective local office to host the position. Should this solution be implemented, the position will include a limited number of trips to Plan Internationals office in Stockholm.
