In order to facilitate implementation of the projects in the MENA region, the Institute established an office in Amman, Jordan in 2011. As from September 2013, one regional and three bilateral projects in MENA are planned to be managed from the Institute?s office in Amman: A larger regional project focusing on cooperation with judicial institutes and other justice sector actors from nine Arab countries, and bilateral projects focusing on cooperation with the Tunisian prison and police services, respectively, as well as the Libyan judicial institute.
Summary: The Raoul Wallenberg Institute is currently seeking candidates for the position as Programme Officer, to work with the Institute?s planned human rights capacity development projects in the MENA region. The Programme Officer?s primary responsibility is the planning, implementation and follow-up of cooperation projects in the MENA region so as to achieve expected results. Subject to necessary funding approval, one or more successful candidates may be selected for the position, with start date in early autumn 2013. The length of contract is until 31 December 2015 and will include a six month probationary period. Depending on developments, the work would be carried out from either the Institute?s Head Office in Sweden or a location in the MENA region.
Essential Tasks and Responsibilities: In accordance with relevant templates and guidelines and reporting to the Head of the Institute?s Regional MENA Office, the Programme Officer?s tasks would include:
Management and implementation of project activities;
Drafting and monitoring project budgets and work plans;
Drafting agreements and contracts with partner institutions and external consultants;
Regularly assessing and monitoring project developments and results;
The position will involve periodic travel to programme sites in the MENA region to facilitate the implementation of project objectives, and to assess and report on project developments and results.
Qualifications:
A minimum of four years of relevant professional experience of project management, in preferably the human rights field;
Strong knowledge of international human rights law, including university degree with preferably a specialisation in international human rights law or related fields;
Strong knowledge of and relevant experiences from programme work concerning MENA region, and experience of working with justice sector institutions, preferably including prisons and/or police.
Experience of results based management and monitoring and evaluation tools;
Demonstrated organisational, analytical, communication and interpersonal skills;
Ability to work independently, take initiatives and prioritise work tasks;
Flexibility and ability to work under pressure and complete tasks within given timeframes;
Proven skills to work in teams and generate innovative, practical solutions to challenging situations;
Fluency in English and in Arabic or French is required;
