In order to facilitate implementation of the projects in the MENA region, the Institute established an office in Amman, Jordan in 2011. As from September 2013, one regional and three bilateral projects in MENA are planned to be managed from the Institute?s office in Amman: A larger regional project focusing on cooperation with judicial institutes and other justice sector actors from nine Arab countries, and bilateral projects focusing on cooperation with the Tunisian prison and police services, respectively, as well as the Libyan judicial institute.
Summary:
The Raoul Wallenberg Institute is currently seeking candidates for the position as Head of the Institute?s Regional Office in MENA. The position is full-time and and will include a six-month probationary period. The duration of contract would be until 31 December 2015, with start date 1 September 2013 at the earliest. The position is subject to necessary funding approval.
The Head of Office?s primary responsibilities are to ensure that international programmes falling under the Office?s mandate are planned, implemented and followed up so as to achieve expected results enhancing the overall impact, quality and coordination of RWI?s activities in the MENA region, and that the Office and its resources are managed efficiently.
Tasks:
Reporting to the Head of Unit for Europe and MENA under the Department of International Programmes, the Head of Office?s tasks include:
Developing, implementing and managing programmes falling under the mandate of the Office;
Drafting and monitoring budgets related to programmes of the Office, as well as financial reporting to the Controller at Head Office in Sweden;
Drafting agreements with partner institutions and external consultants;
Regularly assessing and monitoring programme developments and results;
Staying informed of relevant developments concerning the areas falling under the mandate of the Office;
Participation in meetings of relevance to the Office?s work, including with relevant Swedish and foreign authorities and organisations in the MENA region;
Maintaining regular contact with relevant authorities, organisations, donors, etc.
For completed programmes, preparing narrative reports that analyse the results of the respective programme carried out;
Division of labour, salary negotiations and career development talks with other staff working at the Office;
Managing the affairs and premises of the Office, including arranging for relevant contracts and supporting documents for the operations of the Office;
Qualifications
Strong knowledge of international human rights law, including university degree with preferably a specialisation in international human rights law or related field;
A minimum of six years of professional experience in the human rights field, including management of international development programmes;
Strong knowledge of and relevant experiences from programme work concerning the MENA region and justice sector programming, as well as experience from working at a field office;
Strong experience of results based management and monitoring and evaluation tools;
