The DG has the overall responsibility for the management of ESS, the legal entity in charge of the ESS facility construction and future operation. The construction phase started in 2014 and initial operations will start in 2019. Completion of the construction of the machine and instruments will continue in parallel with operations until 2025. The DG reports to the ESS Council consisting of up to two delegates of each member country, all appointed by their respective governments. Presently 15 European countries are members or are completing the final steps to become members. Several other countries expressed interest in future membership.
The primary goal is to complete the ESS construction phase and the initial operation phase to achieve the operational, technical and scientific performance required for the facility to become the world leading facility for research using neutron radiation. This is achieved within a defined budget and time envelope.
Simultaneously, the organisation shall prepare for successful operation and long-term scientific productivity of the facility.
An important responsibility is to manage and further develop an organisation consisting of many different nationalities, interests, and professional backgrounds. The exploitation of the synergies and potential of this diverse and multicultural environment is essential to the organisation's success.
The Director General shall interpret, prioritize, negotiate and decide on:
• Scientific direction
• Technical construction
• Financial matters
• Political prerequisites
within the frame of the vision, strategy, and budget approved by Council.
The ESS construction activities are financed through cash and in-kind contributions from member countries. The DG is responsible for negotiating the specific in-kind contracts to obtain the overall maximum benefit for ESS.
The DG shall develop a team spirit that will secure immediate and long term the success of ESS. This will require extracting the best synergies out of different nationalities and exploits all the varied professional skills at hand. The DG shall also assure and develop a suitable/optimal organisation for the transition from the construction to the operational phase of ESS. The DG needs to provide leadership and development of the management team to deliver the best possible environment for a professional management of the ESS. The further growth and development of the organisation will continue efforts and success in to attracting excellent scientists and highly specialized employees internationally. A significant number of these potential employees will be in scarce supply.
The DG represents ESS in the scientific and technical world as well as in different international and regional political and public relations contexts. An important objective is to position the ESS as the world's leading facility for research using neutrons by the second quarter of the 21st Century. Furthermore, ESS has a tremendous potential for innovation and technological development on a global scale. An important duty of the DG will be to develop and effectively communicate an inspiring vision for the ESS. In consequence, the DG is responsible for ESS communication in the broadest possible sense.
Qualifications
The right person has distinguished records of leadership and experience from developing and implementing international large and complex projects/organisations desirably within a scientific area. The person needs to have experience from the development, construction and management of a very large project lasting over long time and he/she has a proven record when it comes to delivering on time, according to specifications and at cost. Experience from leading a significant laboratory or advanced scientific research facility with the purpose of providing advanced experimental facilities and services to an external user community is meriting and offers extra credibility within the organisation, among its stakeholders and within the worldwide scientific community.
Experience from change management is desirable since the organisation will transition from a construction project into an operational line organisation in an environment where the institutional culture and core values are being built in parallel to building the facility.
