About the role:
The Proposal Manager plans, develops, implements and manages all activities of proposal preparation and submission, including proposal planning and the formulation of contract documents.
The Proposal Manager ensures that the proposal properly addresses the customer's requirements in alignment with the bid strategy.
The Proposal Manager supports in the development of winning proposal strategies, and implements this strategy during bid generation and through negotiations.
Your tasks:
• Manage all aspects of the preparation and submission of technical, management, commercial proposals and pre-qualifications, in accordance with Bombardier Transportation procedures and corporate identity guidelines;
• Participates in the development and review of proposal strategies and themes and manage the development of a Proposal Management Plan (PMP) which includes analyze of pre-request for Tender documents and delivers list of questions for customer;
• Prepares kick-off materials, outlines, the schedule for content development, and the Proposal outline (storyboard);
• Controls and updates Annotated Table of Contents (ATOC) from Invitation to Tender and customer requirements:
• Issue sections to relevant Task Teams in the Bid
• Build the compliance matrix and track fulfilment of all requirements
• Develop and lead the initial winning themes and graphics concepts
• Develop and edit writers' packages
• Manages oral preparations / bid coaching
• Manages translations and external documentation contributors
• Facilitates colour reviews
• Manage final Proposal configuration management in line with the Blue Book mandate
• Completes review of final response and packages in line with the Policy mandates and quality standards
• Manages configuration control of Proposal to negotiation changes;
• Archives and controls all documents relating to customer submission in accordance with Project Handover Checklist;
• Contribution to Bid lessons learned;
• Ensure a continues improvement of generic material for both pre-qualifications and for customer offerings;
• The proposal manager shall be able to support "smaller" bids and PQs with information.
Qualifications
Master's degree in Business and Administration or equivalent; or relevant experience;
Minimum of 7 years' experience within a proposal environment, for example within the fields of Engineering, Marketing, Project Management, Contracts, Sales, Manufacturing or Procurement;
Minimum 2 years of cross-border team management;
Agile project management, understanding of project and sales management principles;
Team player that can specify in an understandable way what different functions needs to deliver;
Experience of key account planning;
Experience in stakeholder management and coaching;
Understanding of the functional roles of the Task Oriented Bid Team;
Experience with budget management;
Must have strong and broad knowledge of MS Office, particularly Word and Excel;
Must also know Adobe Acrobat, Visio, and some database knowledge, e.g. Access;
Familiarity with SharePoint and In Design an asset;
A background in Marketing is desirable but not essential;
Fluent in English and Swedish; Norwegian/Danish/Finnish is an asset.
