This unique opportunity requires an exceptional individual who has a deep understanding of water resource management and development; and can apply pragmatic solutions that are grounded in theory and empirical analysis. The Africa Regional Centre aims to place SIWI at the fore of regional and continental efforts to support future-oriented policies, research initiatives and capacity development.
Areas of responsibility:
• Take the lead with implementation of SIWI's programmes in Botswana and Namibia (covering policy support and institutional development): 40%
• Develop new programmes across SIWI's five thematic areas in other parts of Africa: 20%
• Implement activities related to Water Economics in Africa: 40%
Tasks:
Under the overall guidance of the Director of the Africa Regional Centre, the Programme Manager will be responsible for overseeing the development and implementation of project activities in southern and eastern Africa across SIWI's five thematic areas (Water Governance, Water Economics, Climate Change Adaptation, Water-Energy-Food Nexus; and Transboundary Water Management):
• Providing substantive technical inputs to policy formation processes; and studies, reports and publications;
• Identifying and developing strategic activities for the Centre specifically on (but not limited to) initiatives on Water Economics;
• Drafting proposals and terms of references;
• Maintaining relations with partners and clients;
• Overall responsibility for the management and implementation of specific projects; including keeping track of budgets, contracts, consultants and reporting;
• Organizing workshops and meetings;
• Delivering other project outputs as required;
• Assist in the implementation and facilitation of capacity development programs
Previous experience:
At least 10 years experience in a majority of following areas is required:
• Experience in water resource governance and Integrated Water Resources Management (IWRM) in an international context.
• In-field implementation of complex projects in African countries.
• Experience working with issues in the context of at least two of SIWI's thematic areas.
• Experience in conducting applied research and policy development in water resource economics; management and development.
• Experience in the development and implementation of capacity building, training and education activities.
• Experience working with the various groups and sectors operating in the field of water management for economic growth and environmental sustainability.
• Experience in development theory, financial flows and infrastructure development.
• Experience working in an international context with multilateral and bilateral organisations and specifically working in southern and/or eastern Africa.
• Experience working with various actors (governments, civil society, private sector) at a senior level.
Language and communication skills:
• The applicant must have excellent spoken, written and presentation skills in English. Knowledge of Swedish is not necessary.
• The ability to speak French, Portuguese and/ or other regional languages is an advantage.
• Well-developed presentation and public speaking skills.
