Indigenous peoples and local communities live in more than half of the world 's land area yet they legally own less than 10% of their territories. Securing their land and forest rights enables them to have the cultural and economic independence to thrive and continue to protect systems vital to our global climate, fresh water, and food security. The International Land and Forest Tenure Facility (Tenure Facility) offers grants and technical expertise at the speed and scale required to secure tenure and sustainably manage millions of hectares at risk today. The Tenure Facility works directly with the Indigenous Peoples and local communities and their allies' ensuring laws on community rights are translated into rights recognition on the ground. It supports them to achieve formal legal recognition of their land and forest rights on maps, in laws, and in the plans and operations of governments and private investors. It works strategically with local, national, and international stakeholders to foster community-level partnership and joint action with governments and the private sector.
The Tenure Facility is an international organization based in Stockholm, Sweden.
The Tenure Facility has a secured multi-year funding and the Secretariat, with at the moment 20 staff-members, is therefore looking forward to adding three to five new Grants Officers.
Overview of the position
The Grants Officer reports to the Chief Operating Officer and forms part of the Operations Team. The Grants Officer plays a key role in the implementation of the Tenure Facility 's grant-making and grant supervision processes. He or she will be responsible for undertaking activities related administering and supporting the programmatic aspects of the Tenure Facility's projects and for ensuring that the Tenure Facility staff, consultants and project partners operate within existing policies guidelines and procedures. While the position comes under the Operations Team, given its strong programmatic focus, the Grants Officer works in close coordination with the Programme Team. The position may involve in-country visits to project partners.
Specific Responsibilities
The main responsibilities include:
• Review grant concept notes, proposals, risk registers, Quality Assurance reviews, Grant Agreements, and ensure that they are complete and in alignment with Tenure Facility policies.
• Work with Program Officers to provide prompt and sensitive responses to all unsolicited requests for funding and record related information.
• Shepherd grants and contracts through the review and approval process.
• Prepare first draft of standard grant management documents, such as grant agreements, extensions, and amendments, for Program Officers and Financial Controllers to finalize, and manage related correspondence with grantees.
• Ensure timely submission and approval of grantee reports by tracking and monitoring the status of reports, and sending reminders to grantees
· Assist with grant payment schedules, disbursement, and monitoring grant balances in coordination with financial controllers.
• Track progress of project preparation, implementation, disbursement, reporting, and closure in NGO On-line and prepare related reports for management, donors, communications, and others.
• Coordinate the procurement of consultants and programme-related services, help to prepare consultant contracts and assure they comply foundation regulations, and handle related queries, invoices, and payments.
• Ensure that the data related to grants and grantees in NGO On-line is complete and meet Tenure Facility Standards.
• Assist with programme-related travel preparation and reporting.
• Train new program staff on grants/contracts processes and the use of NGO OnLine.
• Advise Tenure Facility staff members, consultants, and grantees about policies and procedures related to grant management.
• Work to enhance and improve grants management processes and increase efficiencies.
• Undertaking special projects as assigned.
Qualifications
Preferably masters degree in social sciences and finance; or bachelors degree with at least five years of comparable actual work and direct experience in grant administration, supporting, granting or administering partnerships for human rights, environment, policy change, and or managing related systems. Some key skills could be an advantage:
A grantmaking or monitoring systems, organization and time management skills
Ability to multitask, prioritize, make decisions, and exhibit sound judgement
Excellent writing, editing, proofreading skills including verbal communications
A team player, capable of collaborating or managing collaboration work with colleagues across the organization
Resourceful, can-do attitude
Thrives in a fast-paced environment
Working knowledge among others, in human rights, IPLC, forestry and nature conservation, ecosystem resilience and systems thinking
Excellent computer skills, including the Microsoft Office Suite (Outlook, Word, PowerPoint, and Excel)
At least three years prior or comparable experience in grants management and administration
