SIWI conducts research, builds institutional capacity and provides advisory services in developing countries in areas related to water governance, transboundary water management in perspectives of for example climate change, energy and food and urbanisation. SIWI organises the World Water Week in Stockholm - the leading annual global meeting place on water and development issues - and hosts the Stockholm Water Prize and the Stockholm Junior Water Prize.
The Water Resources Department looking for one Program Manager in the area of water resources and/or source-to-sea management to be an enthusiastic member of the team and contribute to the development and implementation of the water resources portfolio.
The Water Resources Department at SIWI aims to close the implementation gap between policy and practice through strengthened governance for water resources - from source to sea. The work includes developing and applying research-based tools and methodologies in the advisory services and capacity building it provides to its clients; the development and implementation of projects and programmes; knowledge management and financial resource mobilisation.
The Water Resources Department implements a number of major programs in the areas of water resources and source-to-sea management. The Water Governance Facility (WGF) is collaboration between the United Nations Development Programme (UNDP) and the Stockholm International Water Institute (SIWI). WGF promotes improved water governance reform and implementation in developing countries. This includes supporting countries, through UNDP offices, in the planning and implementation of climate adaptation and mitigation measures in the area of water. One of the programs within the WGF is GoAL-WatERS, which aims at supporting governance aspects for improved water resource management in countries around the world. SIWI has driven innovation in the field of source-to-sea management and hosts the Action Platform for Source-to-Sea Management (S2S Platform), an international platform that works in the interface of terrestrial, freshwater and oceans/marine issues. The Water Resources Department implements the Source-to-Sea Programme, which supports application of the source-to-sea approach in source-to-sea systems and develops knowledge resources to inform international processes, policy and strategies and to support practical implementation.
Description of Duties
The Manager will implement and develop activities on the governance of water resources and/or source-to-sea management. The Manager will be responsible for managing projects and project activities throughout the project cycle. The job is focused on technical support and, advice, facilitation and expert input on water resources and/or source-to-sea governance, including support to governance processes at national or basin levels in developing countries; responsibility for project implementation, proposal development and development of methodologies, tools and knowledge products.
The main duties of the Program Manager will include the following:
Responsible for project implementation in relation to governance of water resources and/or source-to-sea, including in relation to climate change mitigation and adaptation
Contribute to the thematic development of SIWI's portfolio of governance of water resources and source-to-sea.
Develop and/or contribute to the development of knowledge products, training materials, methodologies, tools, research papers and policy briefs.
Organize and facilitate workshops / trainings as needed.
Provide technical support and advisory services to support governance processes of water resources and/or source to sea in developing countries and to SIWI partners as per demand
Identification and development of project proposals and strategic partnerships on water resources and/or source-to-sea.
Responsible for projects or project activities throughout the project cycle, including financial and administrative oversight and results reporting
Responsible for coordination of teams of experts, colleagues and partners and procurement and supervision of consultants needed for the implementation of projects / project activities
Represent SIWI in international fora, as appropriate.
Be an active member of the Water Resources Department, contributing to action planning, monitoring and reporting of results.
Contribute to internal knowledge management and collaboration with other SIWI departments; and to external communication on projects / project activities
Contribute to the full range of SIWI activities
The Program Manager will work in the Water Resources team at SIWI, in close collaboration with other team members. He/she will report to the Water Resources Director at SIWI.
Expected knowledge and skills
The successful candidate will need to demonstrate the following features:
Experience of working with governance in relation to water resources, climate adaptation/mitigation in the area of water and/or coastal management at local, national and international level in developing country contexts.
Experience of working with policy and governance aspects, such as IWRM, source-to-sea, climate change risk management / resilience building, decentralization, multi-stakeholder participation, inter-sectoral coordination, accountability mechanisms, water integrity, human-rights based approaches etc.
Experience of proposal development and implementation in developing country contexts.
Experience of working with capacity development, stakeholder facilitation, institutional strengthening and policy development.
Experience in applied research will be an asset.
Excellent writing, communication and interpersonal skills are basic requirements
Ability to function effectively as part of a team
