About the Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia's security, enhancing Australia's prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia's pursuit of global, regional and bilateral interests.
About the Australian Embassy in Stockholm
The Australian Embassy in Stockholm is responsible for advancing Australia's bilateral interests with Sweden, Finland, and Latvia and for providing Australians residing in or visiting these countries and Estonia with consular and passport services.
About the Position
Under general direction of the Senior Administration Officer (SAO), this position manages the corporate functions within the Australian Embassy in Stockholm. Duties include oversight of financial management, human resources, security, property, procurement and general administrative services, along with the provision of high-level strategic advice to the Embassy management team. The position also performs a range of consular, passport and notarial services as required.
The key responsibilities of the position include, but are not limited to:
In support to the SAO, coordinate and manage a small team responsible for the delivery of the Embassy's corporate and administrative functions including finance, property, security, transport and travel, as well as managing local contracts and other duties as required.
Coordinate the provision of LES human resource services, in consultation with the HR Hub in London and SAO, including staff training and workforce planning.
Maintain knowledge of local employment Terms and Conditions, associated policies and local labour law requirements and liaise with the local labour lawyer on employment issues as required.
Review and implement corporate policies and practices to streamline processes and support compliance with requirements and resolve problems.
Provide high-level support and strategic advice to management.
Assist the SAO to forecast and monitor the Embassy's budget and undertake procurement activities as required. Process payments as required including liaison with the Finance Hub in London.
Manage post's owned and leased property portfolio, in consultation with the Overseas Property Office (OPO) in Canberra and JLL in London, in accordance with Work Health and Safety (WHS) requirements.
Provide support to the Post's Consular and Passport services including crisis preparedness and response.
Provide support on IT issues as the Local Area Network Administrator (LANA).
Support incoming visits as required.

Qualifications/Experience
Experience managing an office, including the delivery of financial management, human resources, property and general administrative services.
Sound interpersonal skills and demonstrated experience working in a client service or similar role.
Excellent planning, organisation and attention to detail.
Demonstrated ability to manage resources and competing priorities to meet deadlines.
Demonstrated leadership and people management skills, with the ability to supervise a small team and establish and maintain effective stakeholder relationships.
Proficiency in SAP and Microsoft Office software applications.
Sound written and oral communication skills and an ability to translate and interpret between English and Swedish.
Ability to interpret and apply policies and legislation.
Sound judgement and the ability to solve problems, be flexible and adapt to new tasks and situations.
Strong capacity to exercise discretion and judgement.

Desirable
Relevant tertiary qualifications would be an advantage.
Finnish and Latvian written and oral communicaiton skills.

General Requirements
Right to work in Sweden.

Selection Criteria

A. Proven line management and leadership skills and experience, including the ability to performance manage and develop staff to achieve organisational objectives whilst promoting staff engagement and motivation.
B. Demonstrated ability to manage a large budget, provide relevant financial and budgetary reports to senior management, and ensure compliance in line with relevant legislation and internal financial policy guidelines.
C. Demonstrated decision-making skills and balancing of competing priorities, with the ability to exercise discretion and good judgement, in applying legislation and policies, providing high-level support and strategic advice.
D. Highly developed communication and interpersonal skills in both English and Swedish, with a proven ability to support internal and external stakeholders to achieve organisational objectives and deliver excellent customer service.
E. The ability to understand the local labour law, regulations and best practice in order to provide high level strategic advice related to the personnel services.
F. High level of proficiency in the use of financial accounting systems (knowledge of SAP is desirable) and Microsoft Office suite, including advanced level MS Excel skills. Ability to generate appropriate reports, interrogate data and provide analysis.
