About the Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia's security, enhancing Australia's prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas. The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia's pursuit of global, regional and bilateral interests.
About the Position
Under limited direction, the Consular and Passports Manager leads a small team responsible for providing the efficient and effective operation of consular, notarial and passport services at the Australian Embassy, Stockholm.
As a key member of the Embassy management team, this position ensures consular assistance and passport services are delivered on a timely basis, in accordance with policy requirements to clients both in Sweden and countries of accreditation (Finland, Latvia and Estonia). This position also provides back-up support and assistance on corporate management matters and enabling services delivery as required.
Key responsibilities of the position include but are not limited to:
Manage and deliver the provision of consular, notarial and passport services to Australian citizens in Sweden and other countries of accreditation in accordance with Australian Government guidelines and legislation.
Lead and manage a small team, establish work priorities, monitor and provide feedback on performance and identify learning opportunities.
Establish and develop a network of key contacts in relation to consular and passport matters across host governments, local authorities, other diplomatic missions and service providers.
Manage complex and often highly sensitive consular cases and requests for advice and provide on the ground assistance to clients, including but not limited to prison and hospital visits.
Complete comprehensive reporting on consular and passport cases, including preparation of briefings for senior stakeholders and drafting cables.
Provide training, support and guidance to Honorary Consuls in countries of accreditation.
Plan and manage consular responses to significant consular events and crises, including contingency planning exercises and crisis preparedness advice.
Manage and update consular and passport information on the official website and social media platforms, including consular fees and travel advisories.
Operate and maintain consular, passports, notarial, crisis and other related databases, social media platforms and filing systems.
Perform voting assistance functions during Australian federal, state and/or territory elections.
Provide back-up support and assistance on corporate management matters and enabling services delivery as required.
Qualifications/Experience
Demonstrated ability to lead and develop team members in a high-pressure client-focused environment.
Demonstrated ability to prioritise workloads, manage competing tasks and meet time-sensitive deadlines.
Strong interpersonal skills and demonstrated experience effectively working in client services, assisting people facing difficult and sensitive situations.
Capacity to build productive working relationships with a broad range of clients and key stakeholders.
Excellent judgment, resilience and the ability to exercise discretion.
Demonstrated ability to adapt and respond effectively to challenging and unforeseen events and crises.
Ability to accurately and effectively apply policy guidelines and legislation governing the provision of consular, passports and notarial services.
Sound knowledge of local laws and customs, government agencies, local authorities and social services in Sweden; a similar knowledge for countries of accreditation would be desirable.
Excellent communication skills including both written and spoken English and Swedish.
Ability and willingness to periodically travel to provide outreach services to clients in various locations across Sweden and countries of accreditation.
Selection Criteria

B. Excellent decision-making skills, initiative and judgement, with the ability to apply relevant guidelines, policies and legislation to the individual needs and situation of a client.
C. Knowledge of Swedish law and customs, with particular reference to government agencies, local authorities, the judiciary and social services.
D. Experience establishing and building networks and relationships across key stakeholder groups.
E. Strong communication skills with the ability to communicate sensitively and clearly in both written and spoken English and Swedish.
