The role is to plan, manage and co-ordinate all the Testing and Commissioning activities on a specific Mission Critical project. To assist the processes for design, commissioning and project engineering ensuring consistent application of agreed procedures and utilisation of standard forms. The role also requires the ongoing mentoring of all Testing & Commissioning personnel on the project to ensure their continued development.
Key Tasks/Responsibilities/Accountabilities
• Ensure the Testing & Commissioning protocols are followed by either taking on the role directly or appointing individuals responsible for this role.
• Structured mentoring of the graduate engineer's and the testing & commissioning technicians in line with an agreed plan with the Engineering & Commissioning Management Team.
• Assist and support the Project Manager in resolving any significant technical issues.
• Monthly progress reporting to the key project stakeholders.
• Attend/Chair daily testing & commissioning meetings as required.
• To review and understand project specifications and drawings fully and extract the project specific commissioning requirements.
• Provide technical assistance on engineering registers and technical submittals.
• Schedule and attend/chair internal Commissioning Kick Off meetings.
• Agree schedule of commissioning meetings and required attendee's.
• Complete Commission-ability reviews and update drawings and specifications as required.
• Develop and manage Field Turnover Test packages.
• Assist Development of Testing & Commissioning Plan inclusive of:
o Commissioning schedule which is fully co-ordinated with the construction programme.
o Develop site specific system matrix.
o Develop site specific commissioning protocols for each system.
o Develop site specific Inspection & Test Plan.
o Narrative on commissioning process.
o IST document where required.
• Lead/Assist Cx Tagging walkdowns in line with commissioning program to ensure highest standards of Quality and develop works to go schedules where required.
• Track snag close out and report monthly to PM in line with turnover.
• Report completeness of construction activities and advise PM of deficiencies by way of report.
• Liaise with all equipment vendors to ensure they are fully aware of our specific requirements and review/approve all proposed FAT/SAT and Testing & Commissioning RAMS.
• Support / liaise with specialist Testing & Commissioning contractors to carry out early commissioning reviews and agree commissioning sequence.
• Liaise with Control System providers (Scada/BMS/EMS etc.) in the development of the commissioning schedule and protocols.
• Assist / Manage initial start-up and energization of equipment following agreed Kirby Safe Systems of Work plan with Energy Marshall.
• Witness and coordinate specific tests and ensure all documentation is complete as per regulations and project specifications.
• Ensure all pre- and post energisation testing & commissioning activities are witnessed by Kirby and signed off as accepted.
• Ensure all Test packs are populated and commissioning information is validated in line with commissioning program throughout each phase.
• Identifying and ensuring all the correct test equipment is available and calibrated for use.
• Assist client training and handover in line with agreed schedule.
• Assist project engineers with the development of record drawings.
• Assess performance of the testing & Cx team & specialist commissioning contractors.
Essential
• Electrical Trade Background and/or a Third Level qualification in either Electrical or Building Services Engineering preferred with min 5 years' experience.
• Understanding & Interpretation of Project Specifications, Drawings, SLD's, Cable Solutions and Data Sheets.
• Ability to work on own initiative is essential and in conjunction with Project Engineers, achieve the desired targets set out.
• Committed to working to the highest possible standards and delivering high quality results within a highly regulated (cGMP and EHS) environment.
• Mission Critical project experience / knowledge.
• Excellent Microsoft Office skills and Communication skills.
• Experience in completion of cGDP documentation for handover.
• Commissioning experience of Electrical systems/backup systems preferable.
• Experience in Electrical Testing & Commissioning.
• Experience working on Live systems and managing energisation of LV Systems.
• Good Knowledge and understanding of control philosophies and switchgear systems.
Desirable
• Experience with an M&E contractor in an Engineering / Commissioning role would be an advantage.
• Database / MS SharePoint experience, other database software.
• CompEx Ex01-04 training.
• Experience of working on MV/HV systems. 'Authorised Person' experience.
• Previous experience of Quality Management Systems e.g. ISO 9001, Q Mark, etc.
• Chemical / Pharma / Medical Devices experience desirable i.e. DQ, IQ, OQ & PQ.
• Construction experience / understanding required. Safety experience.
