He/she works in close co-operation with the Business Development and Sales departments in order to align the bidding and contracting strategies. The position sits within the engineering group, consisting of seven highly skilled engineers with different cultural backgrounds.
During the tender preparation the tender manager liaises with internal supporting departments such as Engineering, Procurement & Subcontracting, QASHE, Project Management, Finance to co-define sourcing scenarios, validate budgets, projects schedules and execution strategies.
In addition, the tender manager performs as main contact for technical-commercial tender correspondence and meetings with the client during the tender phase. The tender manager has a strong focus on risk identification (e.g. schedule risks, technical risks, contractual risks, etc.). He/she also pro-actively supports the ?Continuous Improvement Programme? and ?Lean Contracting? methodology that OWEC embarks on.
Responsibilities:
• To assist in determining the tender strategy with the head of
sales
• To manage and coordinate the tender and pre-qualification
processes within the company up to the contract signature
• To control (technical) tender correspondence between
company and the prospective client and interface with the
client team
• To prepare the tender plan
• To control and distribute all tender documentation
• To manage the internal tender process including liaison with
various departments such as Procurement & Supply Chain
Management, Drawing Office, Fabrication Engineering,
Production, Planning, QA/QC, HSE
• Analyse tender requirements and translate them into estimate
plan, man hours estimates, quantities, pricing and
commercial aspects
• To take ownership of the project cost price and internally
validate the different sub-estimates.
• To take part and control the post-tender clarification period
and negotiate and agree any outstanding items with the
prospective client.
• To prepare a tender presentation and document hand-over to
the project manager and project team personnel upon contract
award. Co-operate with OWEC Engineering, other Engineering
Contractors or T&I Contractor to ensure creative development
of economic conceptual designs, and promote fabrication
driven engineering.
• Support sales and business development with resources and
intelligence. Collaborate on the revenue forecast planning and
reporting.
• To benchmark market prices.

Requirements:
• Technical background to MSc degree level
• Relevant experience in a technical tendering or project
management position.
• Well-structured and organized
• Analysis and problem solving skills and the ability to work at a
strategic level
• Ability to work independently, and in a structured and
systematic manner
• Good communication, leadership and presentation skills
• Fluent in English language, both oral and verbally. Other
language skills are valuable
• Quality oriented
• Strong commercial and market knowledge
• Business acumen
• Team player
