From September 2014, the FBA will implement a project in Ukraine until mid-2017, with the overall objective of providing support to the strengthening and integrating of rule of law principles in local government in Ukraine.

To implement this project, the FBA will set up a project coordination office in Kiev under the overall supervision of the FBA Rule of Law Programme in Stockholm. The project coordinator will support the project with technical assistance and strategic advice to the national partners and will report to the project manager in Stockholm.

The project builds on the previous pilot project on the rule of law in public administration recently conducted in Ukraine, to test a toolkit assessing the respect for rule of law principles in service delivery at the level of local self-governance in the west and south of the country The success of this project and its relevance for the Ukrainian context led to the development of a larger nationwide project focusing on local governance as well as including support to civil society.

It is centred on three components in strengthening respect for the rule of law in service delivery

1) conducting rule of law self-assessments of public agencies

2) capacity building for local authorities and

3) support to civil society in legal awareness and monitoring.

The project is also in line with Sweden's results strategy for Eastern Europe from 2014-2020 and is an important complement to the activities implemented within the framework of the Eastern Partnership.

The project coordinator in Kiev will perform the following tasks:

• Project coordination and monitoring

• Technical advice and support to partners

• Facilitate dialogue with and between project partners and stakeholders

• Networking and coordination with Sida and other donors

• Financial reporting and administration

Qualifications and experience

Education

• Masters degree in law, peace and conflict studies or political science

Work Experience

• Extensive experience of managing large donor-funded projects in operational field missions

• Experience of financial and narrative reporting

• Substantial knowledge of governance and rule of law-related issues

• Experience of working in politically complex and unstable environments

• Knowledge of Ukraine and Eastern Europe is preferred.

• Experience in dealing with press and media

• Experience of working in politically complex and unstable environments

Language

• Excellent drafting skills in Swedish and English

• A high level of written and spoken Russian and / or Ukrainian would be an added advantage

• Demonstrated ability and willingness to work with national partners, in a multicultural, multiethnic environment with sensitivity and respect for diversity

• Demonstrated ability to maintain impartiality and objectivity

• Cultural sensitivity and good judgement

• Flexibility and ability to work under pressure and with limited time frames

• Good analytical skills

• Excellent interpersonal skills, ability to interact and to establish and maintain effective working relationships

• Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of the project

Grundläggandekrav utöver de specifika för tjänsten

•     Körkort för bil

Anställningsvillkor

Tillträde slutet av augusti 2014. Anställningen innebär en tidsbegränsad anställning (URA) med Folke Bernadotteakademin som arbetsgivare under uppdragstiden. Efter uppdragets slut upphör anställningsförhållandet med Folke Bernadotteakademin. Projektet beräknas fortgå till våren 2017.
