RFSL, the Swedish Federation for Lesbian, Gay, Bisexual, Transgender, Queer and Intersex Rights, is a non-profit, membership-based organization founded in 1950. RFSL's vision is a society where diversity, and respect for diversity, is the norm. The federation has around 7.000 members, 35 local chapters all over Sweden and broad national and international programs. RFSL strives to be a diverse and inclusive working place.

Our international work is deeply rooted in extensive experience advancing LGBTQI rights nationally. RFSL's International Unit has a broad capacity strengthening program and is engaged in advocacy work within the UN. Furthermore, we support partner organisations in Eastern Europe, South- and Southeast Asia, and Southern- and Eastern Africa in their work on national and regional levels. In these partnerships, RFSL contributes to capacity strengthening, experience exchange, accessing international platforms, and acts as an intermediary financial partner.

We are recruiting an International Program Manager for our programs and work with partner organisations in Eastern Europe. The Program Manager will be part of the International Unit, based in Sweden with the RFSL office in Stockholm and report to the International Director. Field travel is required.

The International Program Manager will be responsible for handling and administering grants to partners as well as capacity building training and activities within international programs, with specific focus but not limited to Eastern Europe. The International Program Manager will also be responsible for project management, program development, security protocol, quality assurance, strategic analysis, financial management and stakeholder engagement and communication connected to the programs. The International Program Manager coordinates assigned team activities and can take a team lead role upon request from the International Director.

Main tasks
Assessing partner applications and reports, entering into agreements with partners, ensuring payments and contractual compliance of partner organisations.
Monitoring developments in projects and partner organisations.
Being a resource for the partner organisations in terms of project implementation and follow-up.
Trainings and capacity building activities for partner organisations.
Internal and external reporting, including reporting of results to donors.
Development of new programs and new applications to donors that includes re-granting to partners.
Ensuring security protocol and working with quality assurance.
Stakeholder engagement and communication.
Coordinating team activities and upon request from International Director a team lead role.
Take part in overall processes and team meetings of the International Unit and the overall organization.


Qualifications and experience
Be strongly committed to working for human rights and equality, share RFSL's values and have personal suitability for the position.
A master degree in Russian, Eurasian and East European Studies or equivalent.
A degree in Gender Studies or equivalent.
At least 10 years of work experience in or for a national or international non-governmental organization.
At least 2 years of management experience from a non-governmental organization working with Human Rights.
At least 10 years of work experience with LGBTQI rights and movements.
Extensive experience of grant and project management.
Extensive experience of program development.
Extensive experience of security work for LGBTQI activists / organisations.
Extensive experience in working with LGBTQI activists in Eastern Europe and a well established network of contacts.
Extensive knowledge about and experience with Swedish LGBTQI movement.
Extensive experience in working with communication, campaigning and advocacy.
Fluent in English, Russian and Ukrainian.


Practicalities
The function is a full-time, open-ended position, with starting date as soon as possible. Travels are required. The main office is located in Stockholm and the International Program Manager is required to work in Sweden. A collective agreement is in place.
