Job description - Project Officer for ESF Project

the CBSS Secretariat is looking for a project manager for the newly approved ESF project "BSLF for Sustainable Working Life" embedded in CBSS long term priority Sustainable and Prosperous Region and EUS BSR Flagship "Baltic Sea Labour Forum (BSLF)".

Reporting to the Senior Adviser for Sustainable and Prosperous Region, the tasks and responsibilities of the Project Officer include the following:

• Overall coordination for the flawless execution of project
• Ensuring that project implementation is going in accordance with project proposal and activities' plan as well as with ESF regulations
• To ensure the maintenance of the project's partnership and communication with project partners
• Managing the relationship with related stakeholders
• Developing detailed project plans to track progress
• Preparation for and implementation of activities such as conferences, workshops and meetings.
• Reporting on project implementation, conferences and meetings.
• Presenting activities in various national and international events
• Managing changes in project scope, schedule and costs
• Performing risk management to minimize project risks
• Reporting to management as needed
• Create and maintain comprehensive project documentation
• Performs other related duties as required

Selection Criteria
The ideal candidate will have the following profile:
• A university degree in a field relevant to the position,
• Minimum five years relevant work experience preferably with an international or regional organisation dealing with social and employment policies, particularly in active aging and lifelong learning
• Experience in project development and international project management. Knowledge of funding requirements and rules of European Social Fund(ESF), knowledge of general funding rules will be an advantage.
• Clear analytical skills and ability to make sound judgments, critical thinking and problem-solving skills;
• Experience in reporting on project implementation and thematic issues.
• Excellent command of written and spoken English and Swedish.
• Excellent drafting and reporting skills;
• Excellent communication and interpersonal skills.
• Fluency in other languages of the CBSS Member States is an asset.
• Computer literacy in MS office tools

The Council of the Baltic Sea States

The Council of the Baltic Sea States (CBSS) serves as an overall regional forum for intergovernmental cooperation and coordination among the 11 CBSS Member States - Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, Sweden, as well as the European Union.

A Permanent International Secretariat was established in Stockholm in October 1998. The budget of the Secretariat is financed by annual contributions from the CBSS Member States as well as through project funds. The Secretariat is organised in a core team and specialised units. Currently there are 25 employees at the Secretariat. Additional information about the CBSS is available on www.cbss.org.

The Secretariat's work is guided by the three long-term priorities of the Council - Regional Identity; Sustainable & Prosperous Region and Safe & Secure Region.

Varaktighet, arbetstid
This vacancy is subject to local recruitment, i.e. it is open to candidates currently residing within the Stockholm commuting area. The candidate must hold a Swedish working permit. Appointment for this position is from 1 March 2019 to 28 February 2022.
