The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution. The mission of the Institute is to promote universal respect for human
rights and humanitarian law by means of research, academic education, and institutional development. In addition to research and academic education programmes, RWI has since 1990 been implementing a wide range of human rights capacity development programmes for institutions in developing countries. These programmes and projects primarily target state agencies in the field of administration of justice, academic institutions and national human rights institutions (NHRI) in developing countries and in countries in transition.

Summary: RWI is currently seeking a Programme Officer to immediately fill a full time position at RWI?s head office in Lund, Sweden, working with the Institute?s international
programmes in Myanmar and regionally in Africa. The Programme Officer?s primary responsibilities are to ensure, together with a team of other Programme Officers, that RWI NHRI programme activities in Myanmar and regionally in Africa are planned, implemented and followed up so as to achieve expected results. The position is a fixed term position (for the year 2014), with possible extension.

Main Tasks and Responsibilities: In accordance with relevant templates and guidelines and reporting to the Head of the NHRI Unit at the Department of International Programmes, the Programme Officer?s tasks would include:
Initiating and maintaining regular contact, as well as participating in meetings in Sweden and Asia, with relevant NHRIs, authorities, partner organisations, donors, etc.
Drafting and monitoring programme budgets and work plans;
Drafting agreements and contracts with partner institutions and external consultants;
Regularly assessing and monitoring programme results;
Staying informed of relevant programme developments;
For completed activities, preparing narrative reports to analyse the results of the respective programme activities carried out;
Preparing annual progress reports to analyse the results of the programme
Assessing new programme opportunities within the mandate of RWI, and when relevant drafting proposals for new programmes;
Participating in the work of other Units of the Department as necessary, performing the same tasks as above.

The position will involve periodic travel to programme sites in Asia (predominantly Myanmar) and Sub-Saharan Africa to facilitate the implementation of project objectives, and to assess
and report on project developments and results.

Qualifications:
Relevant professional experience in programme management, including when it comes to the use of results based management and monitoring and evaluation tools;
Strong knowledge of international human rights law, including university degree withpreferably a specialisation in international human rights law or related fields;
Contextual knowledge of and relevant experience from programme work concerning/in Sub-Saharan Africa and/or Asia as well as from one or several of the thematic areas prioritised in the Institute?s iternational programmes, preferred;
Fluency in English is required, with excellent English language writing skills;
Knowledge of means and methods of international development cooperation work.;
Ability to work independently, take initiatives and prioritise work tasks;
Flexibility and ability to work under pressure and complete tasks within given timeframes;
