The mission of the Institute is to promote universal respect for human rights and humanitarian law by means of research, academic education, and institutional development. In addition to research and academic education programmes, RWI has since 1990 been implementing a wide range of human rights capacity development programmes for institutions in developing countries, mainly with the support of the Swedish International Development Cooperation Agency (Sida).
Summary: RWI is currently seeking a Programme Officer to fill a full time position at RWIs head office in Lund, Sweden, with the Institutes Programme Promoting Democracy in Belarus through Human
Rights Capacity Building, which is an institutional capacity development programme for the academic sector that is implemented with financial support from Sida (see further

The assignment is expected to start in early spring 2014 and continue until 31 December 2014, when the programme ends. The staff members primary responsibility is to contribute to ensuring that the Institutes Belarus Programme is planned, implemented and followed up so as to achieve expected results, in close cooperation with other RWI staff working with the Programme under the Institutes Department of International Programmes.
Essential Duties and Responsibilities:
The staff members main tasks would include to:
In cooperation with programme partners in Belarus, facilitate the implementation and achievement of project objectives including through travel to project sites in Belarus, and elsewhere, to enable the implementation of project activities;
Stay informed of developments in Belarus with particular focus on the human rights situation as well as political, legal and economic developments;
Contribute to narrative reports that analyse the results of completed projects and/or activities;
Draft and monitor budgets related to the Belarus Programme;
Prepare agreements with partner institutions and external consultants and follow up on their execution;
Regularly assess and monitor Programme developments and results;
Take part in discussions of relevance for RWIs work in Belarus with Sida and other Swedish and foreign authorities, organisations and institutions as well as to maintain regular contact with these stakeholders;
Translate Programme documents to and from Russian and/or Belorussian
Qualifications:
Relevant professional experience in programme management, including experience of results based management and monitoring and evaluation tools;
Extensive experience from post-Soviet countries;
Fluent written and spoken English and Russian. Knowledge of Swedish is a strong asset;
Good knowledge of international human rights law,
University degree in law or other social sciences;
Demonstrated organisational, analytical, communication and interpersonal skills;
Ability to work independently, take initiatives and prioritise work tasks;
Flexibility and ability to work under pressure and complete tasks within given timeframes;
Cultural sensitivity; and
Knowledge of means and methods of international development cooperation work.
