The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. In addition to research and academic education programmes, RWI has since 1990 been implementing a wide range of human rights capacity development programmes for institutions in developing countries, mainly with the support of the Swedish International Development Cooperation Agency (Sida).

Summary: RWI is currently seeking candidates immediately for a position as Programme Officer, based in Lund, Sweden, working with the Institute's regional human rights capacity development programme in Asia. The position is temporary for one year covering the current programme officer's maternity leave, and is expected to start in mid-March.

In accordance with relevant templates and guidelines and reporting to the Head of the Unit for Asia, the Programme Officer's tasks would include:

• Initiating and maintaining regular contact, as well as participating in meetings in Sweden and Southeast Asia, with relevant academic institutions, authorities, organisations, donors, etc.;
• Drafting and monitoring programme budgets and work plans;
• Drafting agreements and contracts with partner institutions and external consultants;
• Regularly assessing and monitoring programme results;
• Staying informed of relevant programme developments;
• For completed activities, preparing narrative reports to analyse the results of the respective programme activities carried out;
• Preparing annual progress reports to analyse the results of the programme;
• Assessing new programme opportunities within the mandate of RWI, and when relevant drafting proposals for new programmes.

The position will involve periodic travel to programme sites in Southeast Asia to facilitate the implementation of project objectives, and to assess and report on project developments and results. At times, the workload can be high.

Qualifications:

• A minimum of three years of relevant professional experience in programme management, with a demonstrated ability to prepare project proposals and administer budgets;
• Strong knowledge of international human rights law, including university degree with preferably a specialisation in international human rights law or related fields;
• Strong knowledge of and relevant experiences from programme work concerning Southeast Asia and preferably experience of working with academic institutions.
• Strong experience of results based management and monitoring and evaluation tools;
• Demonstrated organisational, analytical, communication and interpersonal skills;
• Flexibility and ability to work under pressure and complete tasks within given timeframes;
• Proven skills to work in teams and generate innovative, practical solutions to challenging situations;
• Fluency in English is required;
• Cultural sensitivity and judgement; and
• Sound knowledge of means and methods of Swedish and/or other international development cooperation.
