Programme Manager, Transboundary Water Management
The Stockholm International Water Institute (SIWI) is a policy institute that generates knowledge and informs decision-making towards a water wise world. SIWI conducts research, builds institutional capacity and provides advisory services in developing countries in areas related to water governance, transboundary water management in perspectives of for example climate change, energy and food and urbanisation. SIWI organizes World Water Week - the leading annual global meeting place on water and development issues - and hosts the Stockholm Water Prize and the Stockholm Junior Water Prize.
The Transboundary Water Management Department (TWM) implements the Shared Waters Partnership (SWP) a global platform that works to improve cooperation over shared waters in regions where water is, or may become, a source of conflict or where water can serve as a catalyst for peace. The programme provides dialogue opportunities for basin stakeholders and enhance knowledge and capacity, building on. The Department also host the UNESCO International Centre for Water Cooperation (ICWC), providing knowledge and capacity through international research, training, outreach and policy advice.
The Transboundary Water Management Department at SIWI is currently is looking for a Programme Manager to become an enthusiastic member of the team and contribute to the development and implementation of the department's portfolio.
Description of Duties
The Programme Manager will support the implementation and development of activities related to transboundary water management, with a focus on conflict prone regions. The Programme Manager we are looking for have strong skills in management of all aspects of the project cycle, including identification and development of funding proposals, project work plans and budgets, as well as coordinating and writing of narrative and financial reports.
The positions will include duties related to:
• Overall responsibility for the programme management of Shared Waters Partnership and ICWC, including development and coordination of work plans, budgets and result reporting.
• Development and/or coordination of new proposals for SWP support and attract new funding opportunities.
• Contribute to improving the methodology for results analysis and reporting
• Responsible for and coordinating outreach and communication with partners and colleagues.
• Procuring and being coordinator of external consultants performing assignments for the TWM team
• Take part in and assist in the development of new capacity building components, contributing to technical issues around TWM as well as the pedagogic approach to programmes. Be part of development of and implementing capacity.
• Contribute to the full range of SIWI cross-organizational processes
The Programme Manager will work in the Transboundary Water Management team at SIWI, in close collaboration with other team members. He/she will report to the Transboundary Water Management Director at SIWI.
Expected knowledge and skills
The successful candidate will need to demonstrate the following features:
• Strong skills in project cycle management, and in ensuring compliance with agreements and internal policies, including contract development and management of procurement processes.
• Strong skills in results analysis in complex environments and in development of methods for results reporting.
• Good experience and knowledge of the demands and routines by development partners when it comes to project management as well as a good understanding of development theory, financial flows and development aid.
• Experience working and coordinating with various actors (governments, civil society, private sector) at different levels (local, national, multilateral).
• Experience with water resource governance and IWRM in transboundary contexts, including multi-stakeholder participation and inter-sector coordination
• Experience from in-field implementation of complex projects in developing countries.
• Experience in the development and implementation of capacity building, trust building, training and education activities - preferably in a field related to transboundary water resources management.
• Experience working with the various groups and sectors operating in the field of water management for peace building, human security, economic growth and environmental sustainability.
• Excellent writing and communication skills
• Strong interpersonal skills and experience in successful coordination among colleagues to reach common objectives.
• Strong experience from using IT tools for programme management.
• Commitment to, and agreement with SIWI 's core values and vision.
Language
• The applicant must have excellent spoken, written and presentation skills in English.
• The ability to speak Arabic, French or Spanish is considered an added advantage.
Education and work experience
• An advanced university degree in a field relevant to transboundary water management.
• At least 7 years of experience working with water development issues
Availability to travel
Ability and willingness to travel, sometimes to conflict prone regions, and be part of short-term missions is required.
Duty Station
The position will be based at the main office of the Stockholm International Water Institute, in Stockholm, Sweden.
Duration of contract
The position is a two-year contract, subject to renewal upon good performance and availability of funds.
