Relationship between Swedish Forest Policy and International Forest Policy Processes
Forest policy is no longer only part of a national or regional governmental process. Important frameworks are built on an international level. Even without instruments enforcing binding directions the results of international forest policy processes influence the way of national forest policy. Presently, not only has the level of decision making changed but also the characteristics of the process. International forest policy moved from regulation to contract. It is strongly connected to markets, contradicting the old top down approach and the used “command and control� policy instruments, establishing a new relationship between public authority and stakeholders. This turn from dominating forest government to new forest governance is connected with the idea of an open, participatory and democratic process. However, recently, the forest global governance process has been criticized because of its lack of openness and missing opportunities for participation. Work description: Resulting from this background the PhD student will deal with research questions on the opportunities for different actors (Private owners, industry, NGOs) in Swedish forest policy not only to join but to gain an impact on the forest global governance process. In a second step it will be asked whether the participation in the forest global governance process affects the political position, competences and legitimization of actors in Swedish forest policy. The PhD student will use a theoretical background based in political sciences and linking different approaches. At the core is the Policy Arrangement Approach (PAA) dealing with four explanatory factors for a policy change: discourse, actors, power and rules of the game. The PAA is a theoretical framework that allows the anchorage of different theories. Thus, other theories will be incorporated, like e.g. multi-level governance approach and regime theory. Because of the complexity of the research topic a set of methods will be used to achieve the objectives. Next to other empirical social science methods the PhD student will use expert surveys and content analysis. The empirical study starts with qualitative interviews with Swedish actors in forest policy. At the following step, the political process will be reconstructed through analysing documents of the international forest policy process. Results from other empirical studies dealing with global forest processes will be consulted as well. Additionally Swedish documents following the initialising of the international processes will be analysed, regarding the changes on the national forest policy level.
Qualifications
The suitable candidate has a MSc exam in forestry, environmental science or political science. Communicate well in written and spoken Swedish and English is a requirement of the position’s subject. The candidate should have the ability to work independently, take own initiatives, and have a deep interest in applying social scientific questions to the forest policy area.
