Publiceringsdatum2011-03-03ArbetsuppgifterThe regional audit organization AFROSAI-E (African Organization of English-speaking Supreme Audit Institutions) has at present 23 members, from The Gambia in the north to South Africa in the south. The organization supports the member audit institutions (SAIs) in the area of public audit and institutional development using its own model for institutional development.
The Swedish National Audit Office (SNAO) is one of AFROSAI-E's institutional partners and supports the organization with long-term and short-term experts. Since 2007, long-term experts in performance audit (LTE) seconded by SNAO have been working at the AFROSAI-E Secretariat. At the end of May 2011 the contract of the present LTE is coming to an end but AFROSAI-E will still need provision of support in this field. Now, the SNAO seeks a long-term expert who can manage AFROSAI-E regional program and support the member SAIs in the area of performance audit.
The long-term expert will be stationed in Pretoria, South Africa, and work at the AFROSAI-E Secretariat. The work will imply travelling to the offices of the AFROSAI-E members. The assignment is estimated to a two years' period with start 1 June 2011 or on a date to be agreed on. The working language is English.
The key responsibilities for the manager of performance auditing will be:
• Motivate, encourage and assist member SAIs to develop performance audit capacity
• Continuous assessment of the support needed by member SAIs for the maintenance and development of performance auditing.
• Develop and support the annual regional workplan for performance auditors
• Managing the regional support, development and training programs in accordance with the regional needs and the annual workplan.
• Manage and support regional, bilateral and other projects in accordance with agreements and/or memoranda of understanding.
• Review performance audit reports on request
• Maintain, update and develop technical documents, manuals, guidelines, etc including training material.
• Research on subject matter issues and related matters.
• Perform quality assurance visits
• Manage and improve the AFROSAI-E website on performance auditing.
• Participate in other capacity building programs/projects
Kvalifikationer• Command a good theoretical knowledge of performance auditing
• Sound experience and working history in planning, executing and reporting performance audits (working experience)
• Working experience of capacity building in Africa or other developing regions
• Good command of English orally and in writing
• Ability to conduct needs analysis and compile proposals on possible ways to proceed
• Experience in delivering conventional training activities in respect of performance auditing
• Willingness to travel extensively in the AFROSAI-E region
• Commitment to work away from home
• Ability and commitment to work independently with limited supervision
