The Unit for Idea Development and Innovation (UIDI, bit.do/ideutveckling) is a task force within the City of Helsingborg. We are a small team of nice people with diverse backgrounds and experiences, who are passionate about supporting our colleagues in making our city a better place in line with the Helsingborg 2035 vision statement. We move fast, work hard, fail often and learn as we go. We also have a lot of fun and share many fantastic moments (IG: @ideutveckling_och_innovation) with our 10,000 colleagues. We have been up and running since February 2017 and we have already worked our way to the cutting edge of local government innovation in Sweden.
UIDI operates across organizational silos and hierarchies in the municipality. Ultimately, we work with changing the culture of our organization. Our mission is to make it easier for our colleagues to come up with, test and implement ideas that improve life in Helsingborg. Some of these ideas improve life in the city indirectly by improving how we work in our own organization.
We are responsible for a few specific initiatives, for example the Idéslussen accelerator (ideslussen.helsingborg.se), the Hbg Mashup conference (hbgmashup.se) and the Årets nytänk award for forward-thinking initiatives. It is also part of our job to spread human-centric service design as a practical way of working among our colleagues. In addition to this, we continuously invent, execute and evaluate other interventions that we think contribute to fulfilling our mission.
Looking at the bigger picture, UIDI is in itself an experiment aimed at gathering learnings about how the City of Helsingborg should handle the challenge of innovating to make the city and its people thrive.

YOUR MISSION
The desired effects of your work as the internal entrepreneur on our team are:

• More ideas from colleagues are brought through a full cycle of testing and evaluation faster.
• Factors that hinder rapid testing of ideas are identified and addressed more effectively.
• Organizational culture is shifted toward more experimentation and faster implementation of changes based on experiment outcomes.

WHAT YOU WILL (PROBABLY) BE DOING
We think these activities will be at the heart of your work:

• Supporting and coaching diverse municipal colleagues as teams or individuals in conceptualizing and executing time- and resource-efficient tests of improvement ideas.
• Strategically challenging stakeholders and getting them on board to support tests.
• Working within and around bureaucratic norms and practices to enable more testing of ideas.
• Communicating and telling stories about tests, successes, failures, learnings and the people behind them.
• Actively co-developing the concept and operations of our Idea Hub accelerator.
• Supporting the development of innovation operations across the municipal organization.
• Supporting other team members in their efforts to fulfill our shared mission.

WHAT WE WOULD LIKE YOU TO BRING TO THE TEAM

• A set of proven tactics and strategies for making things happen fast in contexts where things tend to happen slowly.
• A sharp, warm and open way of communicating and building relationships that helps you get things done.
• The ability to inspire and practically guide fellow humans to go outside of their comfort zone and carry out experiments.
• A mindset of rigorously measuring outcomes, qualitatively as well as quantitatively, and taking action accordingly.
• Experience of having launched and pivoted small-scale ventures with different business models.
• Skills and experiences related to rapid prototyping of user experiences and iterative product and/or service development.
• Behaviors and beliefs that constructively challenge the public sector.
• The fundamental ethics required to work as a civil servant.

The primary language of our organization and our team is Swedish, but we have decided that speaking Swedish is not required for this position. However, you need to have a working knowledge of Swedish or English. Some aspects of the job will run more smoothly if you do speak Swedish. But if you do not, we are curious to make the most of the challenges and opportunities that arise. Regardless of your language skills, you need to be keen on making a contribution to Swedish society in general and Helsingborg in particular.
