The person should have more than 5 years of experience and holds a University Degree.
Basic Requirements:
Knowledge of Hardware description languages VHDL and Verilog.
MATLAB : Very Strong knowledge and Experince
Worked on FPGAs like Xilinx Spartan3E, Virtex5, Spartan6 Artix7 and Lattice MachXO2.
Good communication and People Skills.
