The Council of the Baltic Sea States (CBSS) serves as an overall regional forum for intergovernmental cooperation and coordination among the 11 CBSS Member States - Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, Sweden, as well as the European Commission. A Permanent International Secretariat was established in Stockholm in October 1998.
The budget of the Secretariat is financed by annual contributions from the CBSS Member States. Four Specialised Units with separate budgets are co-located and partially integrated with the Secretariat. These Units provide support to the Baltic 21 Network, the Expert Group for Cooperation on Children at Risk, the Northern Dimension Partnership in Public Health and Social Well-being, and the Task Force against Trafficking in Human Beings. The Heads of these Units report to the Director in administrative matters. Currently there are 15 employees at the Secretariat.
Duties and responsibilities
The job description is intended to describe the general nature and level of work being performed by the incumbent of this position. It is not intended to be an exhaustive list of all responsibilities and activities required of the position. Under the supervision of the Head of Administration, the Financial Assistant will perform the following duties:
• Project accounting, assist in building up project financial models, carry out budgetary control and follow up project expenditures. Prepare project financial reports as required.
• Administer and continuously develop the accounts payable processes and routines
• Establish and maintain supplier accounts
• Reconcile the accounts payable and balance sheet accounts
• Compile and file for quarterly VAT returns
• Assist with the preparation for year end audit process
• Other ad-hoc duties as assigned.
Qualifications and skills:
• High School diploma or equivalent studies. Post-secondary education in accounting or finance related subject matter would be an asset.
• Minimum 7 years of relevant working experience with accounting, experience in project accounting a requirement. Experience of EU-funded projects an asset.
• Knowledge and experience with VISMA or similar computer based financial system is vital.
• Knowledge of Office package including Excel.
• Experience and ability to work with a high degree of accuracy
• Working experience in an international environment is an asset.
• Excellent proficiency in English and Swedish.
