Overview:
The Document Keeper & HR Manager is a senior management role responsible for overseeing the project's document control system, human resources processes activities. This role requires a unique combination of organizational expertise, people management, authority and operational coordination skills. The position is central to ensuring that project documentation is managed with full compliance and traceability, HR policies are implemented effectively across international teams.
A successful candidate will bring extensive experience in industrial/civil construction projects, proven ability to manage multidisciplinary challenges, and a solid background in both administrative and operational functions.
Minimum 10 years of experience in similar roles within large-scale Industrial projects is required.

Key Responsibilities:
Develop, implement, and supervise the project's document management policies ensuring accuracy, compliance, version control, and full traceability across technical, contractual, and safety documentation.
Coordinate the HR processes of the project, including onboarding, workforce administration, compliance with labor regulations (local and international), performance management, and employee relations.
Training staff on proper documents management practices and supporting the implementation of new document management system.
Locating and retrieving files for internal teams and clients and distributing copies of documents as needed.
Ensure compliance with corporate and legal requirements in data protection, labor law, and supply chain documentation.
Manage sensitive or complex issues (e.g., international contracts, labor negotiations, cross-border logistics) with discretion to maintain confidentiality.
Prepare executive-level reports, dashboards, and audits for top management and external authorities.
Act as a key liaison with external stakeholders, including contractors, suppliers, unions, and government agencies.
Promote a culture of accountability, accuracy, and professionalism across the administrative and operational support functions.
Checking documents for accurancy, completing compliance checks, and performing regular file audits.
Maintaining communication logs, master list of documents, and providing status reports.

Required Skills and Qualifications:
Bachelor's degree in Business Administration, Engineering, or a related field.
At least 10 years of proven experience in document management, HR administration support within large industrial or civil projects.
Strong expertise in document control systems (DMS, EDMS, ERP integrations) and advanced knowledge of compliance requirements.
Solid background in HR operations, including employment law, payroll coordination, expatriate management, and labor relations.
Strong leadership and communication skills, with the ability to manage multidisciplinary teams and influence stakeholders at all levels.
Exceptional organizational skills and attention to detail for handling large volumes of documents, workforce data.
Proficiency in preparing, reviewing, and controlling executive-level documentation (contracts, compliance registers, HR records).
Experience with audits, inspections, and compliance reporting.
Ability to anticipate and resolve complex problems, adapt to changing project conditions, and maintain operational continuity.
Commitment to continuous improvement and process optimization.
Familiarity with digital tools and technologies for document control, HR management.
