Stockholm International Water Institute (SIWI) seeks a person to fill the position as Department Director for the Transboundary Water Management (TWM). This is a two-year contract with possibility of extension.

The Director shall focus on guiding the staff and leading the department strategically, including attracting additional program/project funding, while contributing to the growth and sustainability of the whole organization. Compliance with SIWI internal processes and policies is fundamental.

The role as Director for the TWM department includes responsibility for the UNESCO International Centre for Water Cooperation (ICWC), hosted by SIWI.

The person we are looking for is used to working with a high level of autonomy and of leading teams. You are resourceful, with strong problem solving and strategic skills. You work well under pressure, are solution-focused, adaptable, have high integrity, attention to detail and are a supportive leader and team player.

This position requires international travel (approx. 10-15%) and is based in Stockholm, Sweden.

Areas of responsibility:

• Responsibility to lead and strategically develop the thematic area of TWM, in line with SIWIs strategy;
• Responsibility for the growth and sustainability of the ICWC;
• Responsibility for implementing the annual Action Plan for the TWM department;
• Responsibility for staff working within the TWM department;
• Overall responsibility for implementation and management of TWM projects and programs;
• Responsibility for continuous results reporting and for developing annual reports of the TWM department;
• Be responsible for adhering to SIWIs policies and guidelines as well as SIWIs project cycle;
• Be responsible for the TWM department contribution to SIWIs cross-cutting issues;
• Attract new funding and develop strategic partnerships;
• Responsibility for budgeting and planning of human resources, including developing individual workplans for staff;
• Be a member of and constructively contribute to SIWI's Senior Management Team;
• Coordinate with and increase cross-department cooperation within SIWI.

Reporting responsibility:

The Director will report to the COO.

Preferred skills and experience:

Required knowledge:

Education/training:

• An advanced university degree in a field relevant to transboundary water management.
• Leadership training and organizational development.

Previous experience:

At least 5-10 years' of experience in the following areas is required:

• Leading teams and individual staff
• Developing medium/long-term strategic and short-term activity planning, including budgeting
• Attracting funding for programmatic work
• Proven knowledge of working with bilateral/multilateral donors
• Actively contributed to the development of organizations and their core values
• Established strategic partnerships and close coordination with partner organizations.

At least 10 years' of experience in a majority of following areas is required:

• Working across different policy areas, including foreign, development, environmental and security policy;
• Leading the dialogue on behalf of a department/team with ministries, government agencies and core organizational partners;
• Water resource governance and legal and institutional instruments, supportive of cooperative frameworks around shared waters;
• In-field implementation of complex projects in developing countries;
• Development and implementation of capacity building, training and education activities - preferably related to transboundary water resources management;
• Working with various actors (governments, civil society, private sector, academics) at different levels (local, national, multilateral);

Language and communication skills:

• The applicant must have excellent spoken, written and presentation skills in English. Additional language skills is a merit
• Well-developed presentation and public speaking skills.

Competences:

Budgeting and administrative skills. Strong experience in managing budgeting and reporting a well as in complying with administrative procedures and policies.

Strong problem solving and analytical ability. Works well with complicated issues. Analyzes and breaks down problems into their constituent parts and solves complex problems.

Creative. Often comes up with ideas and new approaches in work-related issues. Has a new approach that can be translated into action and deliver results.

Flexible. Adapts easily to changed circumstances. Is able to quickly change his/ her outlook and approach. Sees the potential in changed circumstances.

Ability to cooperate. Works well with other people. Relates to other people in a responsive and flexible manner. Share knowledge. Listens, communicates and solves conflicts in a constructive way.

Cultural awareness. Values differences and understands how the background, culture and group identity affect oneself and others. Has the ability to take this into account when making decisions and selecting actions.

Stability. Remains stable and controlled under stressful or pressured situations. Retains a realistic perspective on situations and focuses on the right things. Structures, balances and gets things done.

Relationship-building. Is outgoing and socially active in professional contexts. Generates contacts and maintains relationships.

Other Requirements:

Must be able to travel approximately 10-15% of the work time.
The applicant should be open to travel in conflict affected regions.
