Consultant for a Study on Statelessness in the Nordic Countries

UNHCR Regional Office for the Baltic and Nordic Countries in Stockholm has a vacancy for a Consultant

Responsibilities:
The consultant will analyze the current situation of de facto/de iure stateless persons in Denmark, Finland, Iceland, Norway and Sweden. The research will aim to identify gaps in legislation, administrative procedures and decision-making, identification procedures and statistics. The study will also map out obstacles to solutions, protection-related issues and areas of divergence in interpretation and practice, including any which could raise questions of compatibility with international standards. Focus will be on the identification and registration of stateless persons and on the legislation affecting stateless persons, in particular how their legal status, right to naturalization and access to civil, political and socio-economic rights are outlined in the national legislation. The study will also identify obstacles in practice preventing access to nationality and/or the effective realization of rights based on administrative obstacles and/or discrimination. Finding durable solutions and improving the local integration by facilitating naturalization and ameliorating the legal framework for stateless persons is also one of the main goals of the study.

Activities:
1. Desk review mapping out the current situation of statelessness in the Nordic countries including legislation, practice and relevant international standards
2. Identifying recent work by other researchers materials available on status determination procedures in the five countries concerned;
3. Interviews with relevant stakeholders in countries concerned;
4. Comparing findings against agreed standards, with a view to identify good practice;
5. Drafting of a final report - describing practice, documenting the review and identifying good practice;
6. Presentation of the final report - official launch

Qualifications

• Deep knowledge of the concept of statelessness and related problems and issues;
• Deep knowledge and understanding of Nordic and international legal framework and policies relating to statelessness;
• Thorough understanding of statelessness procedures and practice;
• Sufficiently deep knowledge and understanding of UNHCR's Mandate, supervisory role and its implementation in industrialized States;
• Strong research skills (incl. desk research, interviewing, inquiry, listening);
• Experienced in participatory approaches, ensuring the views of all stakeholders (including stateless persons) are sought;
• Systematic and thorough;
• Organized and able to analyze and synthesize findings;
• Excellent communication skills;

• Good drafting skills (in English);
• Fluent in English; knowledge of a Nordic language is an asset.
• Willing and able to travel (approx. 3 times, 10 working days, plus possibly additional trips);
• Available for the time needed to complete the evaluation.
