Commissioning Engineer - HV/MV Electrical Substations

In this position you will act as the responsible commissioning engineer overseeing the installation and commissioning or equipment, plant and systems for assignments classified as low to medium complexity. You will manage completion of all commissioning activities efficiently and cost-effectively and in accordance with contract specifications, quality standards, and safety requirements.

Tasks:
Technical contribution
• Contributes to planning and implementation of
commissioning activities.
• Supports and coordinates the installation
activities with the Installation Supervisor / Site
Manager.
• Implements commissioning design changes and
provides mark-ups for as-built project
documentation.
• Supports continuous improvement of project
process and product and system design via
provision of lessons learned feedback.
• Participates in internal project review meetings
and provides inputs on commissioning
activities.

Sales Support
• Assists in creating proposals for commissioning
projects or programs through estimated
commissioning hours for own discipline.

Contract Management
• Supports Project Managers in issuing claims
(new scope of work, cost impact, time impact,
risk quantifications etc.).

Planning and control
• Creates work plans and cost estimates for work
in own area of responsibility and proactively
manages this work to deliver the agreed
program on time, on quality and at targeted
cost.

Risk and opportunity management
• Represents the Commissioning function at risk
review meetings throughout the project
lifecycle e.g. hazard and operability study and
hazard identification study reviews in the
design phase and the Commissioning panel
during the commissioning phase.
• Conducts risk and opportunity assessments in
real time during the commissioning phase to
ensure safe implementation of the
commissioning philosophy and identification of
potential variation requests to support contract
claims.
• Reports early any
contract/quality/program/cost issues to
management, along with recommendations for
resolution.
• Conducts Safety Observation tour regularly to
report and mitigate potential HSE hazards.

Customer
• Execute site activities focused on finalizing
customer acceptance Certification.
• Acts as the company responsible for
commissioning activities on a project.
• Ensures that the company is presented as a
professional organization in all interactions with the customer.
• Identifies and recommends new effective
solutions to meet business and customer
needs.
• Provides relevant information pertaining to
commissioning assignments and meetings with
customer.

Supply chain management
• Manages external organizations to ensure
availability of commissioning equipment,
systems or services (e.g. issues permits to work,
provides guidance on health and safety
requirements and work practices, accepts as
complete work done).

Technical leadership and knowledge sharing
• Provides relevant information pertaining to
commissioning assignments and meetings with
contractors/colleagues.
• Gives feedbacks to the organization to apply
lessons learned process.
• May deliver technical trainings.

Processes and tools
• Uses agreed processes and procedures to
ensure that all commissioning activities comply
with the required safety regulations and satisfy
contractual requirements.
• Applies and improves processes and tools in
one's technical area to ensure effective project
delivery.
• Uses the relevant testing tools for
commissioning activities.


Domains of activity
• Commissioning, maintenance and service for
substations HV primary equipment: circuit
breakers, disconnectors, hybrid modules, GIS,
etc.
• Commissioning, maintenance and service for
substations MV primary equipment: MV panels,
circuit breakers.
• Trainings for customer for operation and
maintenance of HV/MV equipment.
• Technical support for sales or tendering
departments.
• Responsibility for keeping testing equipment in
good condition and up to date calibrated at
dedicated companies.

Requirements:
• University degree in Electrical Engineering.
• Commissioning and service work experience for
HV/MV primary equipment in electrical
substations is a plus.
• Experience in creating and carrying out test
procedures.
• Experience in investigating problems,
diagnosing/repairing faults.
• Experience in troubleshooting.
• Experience in writing reports and
documentation.
• Experience in providing technical support.
• Experience in ensuring safe working conditions.
• Good mechanical skills.
• Driving license.
• Available for frequent travel within the country.
• Good level of English.
• PC literate (Word, Excel, Power Point).
• Good communication skills.
• Able to act independently.
• Good self-organizing skills.
• Seriousness and responsibility.
