The Stockholm International Water Institute (SIWI) is a Stockholm-based policy institute that generates knowledge and informs decision-making towards water wise policies. Founded in 1991, SIWI performs research, builds institutional capacity and provides advisory services in two thematic areas: water governance and transboundary water management. Annually, SIWI organizes the World Water Week in Stockholm and hosts the Stockholm Water Prize and the Stockholm Junior Water Prize.

The Stockholm International Water Institute (SIWI) is currently recruiting a Senior Programme Manager to work with the thematic area of Transboundary Water Management. The main responsibility will be to contribute to international water cooperation, primarily through the Shared Waters Partnership program (SWP). SWP aims at improving cooperation over shared waters in regions where water is, or may become, a source of conflict or where water can serve as a catalyst for peace. The programme uses a multi-track diplomacy approach providing opportunities for stakeholders to engage in processes to strengthen cooperative transboundary water management practices. The role of the Senior Manager will also be to contribute to the implementation of the strategy for the Unesco category II centre International Centre for Water Cooperation" hosted by SIWI.

The role of the Senior Program Manager:
Undertake activities to support full implementation of the SWP program in different regions and support the fulfillment of the ICWC Strategy, including but not limited to:

* Geo-political analysis and identification of opportunities for SWP activities
* Design of appropriate multi-track basin dialogues and other activities to promote cooperation
* Drafting of internal and external analytical documents and activity plans to support implementation.
* Act as facilitator of trust building activities among senior decision makers
* Identify funding opportunities and develop strategic partnerships and write high quality funding proposals
* Develop new ideas and activities.
* Process and analyse complex documents and prepare reports supportive of SWP implementation
* Programme management, budgeting and reporting and management of external consultants.
* Coordinate and network with key collaborating partners.
* Document lessons learnt and develop internal knowledge management, tools and methodologies.
* Develop and implement capacity building components.

Other activities can also occur and the tasks can be expected to change over time.

Required knowledge

Education
An advanced university degree in a field relevant to transboundary water management.
A PhD degree in a relevant field is considered to be a merit.

Previous experience
At least 10 years' of experience in a majority of following areas is required:
* Working across different policy areas, including foreign, development, environmental and security policy
* Water resource governance and legal and institutional instruments, supportive of cooperative frameworks around shared waters
* In-field implementation of complex projects in developing countries.
* Facilitating dialogues to mitigate the risk of conflict around shared waters
* Development theory, financial flows and development aid, with an understanding of donor priorities and requirements
* Applying and documenting theories, contributing to complex change processes in program design, management and follow-up.
* Conducting applied research, methods development and/or policy development in transboundary water management and water resources management
* Development and implementation of capacity building, training and education activities - preferably related to transboundary water resources management.
* Working with the various groups and sectors operating in the field of water management for economic growth and environmental sustainability.
* Working in an international context with multilateral and bilateral organisations and specifically working in the developing world.
* Working with various actors (governments, civil society, private sector, academics) at different levels (local, national, multilateral).
* Coordination with partner organizations.

Language and communication skills
* The applicant must have excellent spoken, written and presentation skills in English.
* The ability to speak French, Spanish, or Arabic considered an added advantage.
* Well-developed presentation and public speaking skills.

Budgeting and administrative skills. Strong experience in managing budgeting and reporting a well as in complying with administrative procedures and policies

Relationship-building. Is outgoing and socially active in professional contexts. Generates contacts and maintains relationships

Varaktighet, arbetstid
The position is for 12 months, with the possibility of extension. Other Requirements Must be able to travel approximately 30% of the work time The applicant should be open to travel in conflict affected regions.
