The Stockholm International Water Institute (SIWI) is a policy institute that generates knowledge and informs decision-making towards a water wise world. SIWI conducts research, builds institutional capacity and provides advisory services in developing countries in areas related to water governance, transboundary water management in perspectives of for example climate change, energy and food and urbanisation. SIWI organises the World Water Week in Stockholm - the leading annual global meeting place on water and development issues - and hosts the Stockholm Water Prize and the Stockholm Junior Water Prize.

The Water Governance Department at SIWI is currently is looking for a Water Governance Program Officer to be an enthusiastic member of the team and contribute to the implementation of the water governance portfolio.

The Water Governance Department implements a number of major programs. The Water Governance Facility (WGF) is collaboration between the United Nations Development Programme (UNDP) and the Stockholm International Water Institute (SIWI). WGF pro¬motes improved water governance reform and implementation in developing countries. One of the programs within the WGF is GoAL-WaSH, which aims at supporting governance aspects for better delivery of water and sanitation services in countries around the world. Accountability for Sustainability is a partnership with UNICEF to improve governance as a means to increase sustainability and functionality of water supply and sanitation services. The Source to Sea Initiative (S2S) is an international platform that works in the interface of freshwater and oceans/marine issues. The Water Integrity initiative works with a number of countries in for example MENA-region to build multi-stakeholder capacities on anti-corruption measures in the water sector. The Department is also implementing a number of water policy research oriented programmes.

Description of Duties

The Officer will assist in implementing and developing activities on water governance. Besides assisting in managerial functions, the job is focused on assisting in policy development and technical support and advice on governance related to both water resources and water supply and sanitation issues; assist in project development and development of methodologies, tools and knowledge products and promote exchanges of best practices.

The main duties of the Program Officer will include the following:

• Support the implementation and development of water governance related projects in relation to water resources and water supply and sanitation
• Conduct desk research and assist in developing water governance related papers, briefs, tools and methodologies.
• Contribute to organize seminars and workshops at the World Water Week and other international water events.
• Provide administrative support such as technical and financial project reporting
• Contribute to the full range of SIWI activities

The Program Officer will work in the Water Governance team at SIWI, in close collaboration with other team members. He/she will report to the Water Governance Director at SIWI.

Expected knowledge and skills

The successful candidate will need to demonstrate the following features:
• Experience of working with water governance in relation to preferably both water resources and water supply and sanitation at either local, regional, national or international level.
• Experience of working with particular governance aspects, such as decentralization, multi-stakeholder participation, accountability, public-private partnerships, water integrity, human rights based approaches etc.
• Experience of supporting project development and implementation in developing country contexts
• Good understanding of the role of water to achieve sustainable development and poverty eradication, particularly in relation to the Sustainable Development Goals (SDGs)
• Good understanding of working with capacity development, stakeholder facilitation, and institutional strengthening
• Knowledge of and experience working with the UN system will be an asset
• Experience in research assistance will be an asset.
• Good drafting, communication and interpersonal skills
• Ability to function effectively as part of a team
• Commitment to, and agreement with SIWI 's core values and vision.

Education and work experience

• Bachelor or Master's degree in relevant Social or Natural / Engineering Sciences.
• At least 3-5 years of experience working with water development issues, including direct experience (1-2 years) of working in developing countries

Language skills
• Proficiency in English is required.
• Knowledge of other languages is considered an asset.

Availability to travel

Ability and willingness to travel and be part of short term missions is required.
Duty Station
The full time position will be based at the main office of the Stockholm International Water Institute, in Stockholm, Sweden.

Duration of contract
The position is a one year contract, subject to renewal upon good performance and availability of funds.
