The Raoul Wallenberg Institute is currently seeking candidates for the position as Programme Officer, based in Lund, Sweden, at the Department of International Programmes. The Programme Officer?s primary responsibility is the planning, implementation and follow-up of human rights capacity development programmes of the Institute so as to achieve expected results. Subject to necessary funding approval, one or two successful candidates may be selected for the position, which is for one year initially with start date in early autumn 2012.

Essential Tasks and Responsibilities: The international programmes of the Institute focus on cooperation with i) academic institutions and independent human rights centres, ii) National Human Rights Institutions (NHRIs), and iii) justice sector institutions. In addition, the work is expected to concern programmes in Asia, including Vietnam, and Sub-Saharan Africa, with focus on East Africa. Reporting to a designated Head of the Unit, the Programme Officer?s tasks would include:

Management and implementation of the programme activities;
Drafting and monitoring budgets and work plans;
Drafting agreements and contracts with partners and consultants;
Regularly assessing and monitoring programme developments;
Maintaining regular contact and participating in meetings with relevant authorities and organisations;
Preparing narrative reports to analyse the results of activities carried out;
Assessing new programme opportunities, and when relevant drafting proposals for new programmes;
Participating in other work of the Department as agreed, performing the same tasks as above.

The position will involve periodic travel to programme sites. At times, the workload can be high.

Qualifications:
A minimum of 3 years relevant professional experience of programme management, in preferably the human rights field;
Strong knowledge of international human rights law, including university degree with preferably a specialisation in international human rights law or related fields;
Strong knowledge of and relevant experiences from programme work concerning Asia and/or Sub-Saharan Africa, and preferably experience of working with NHRIs and/or justice sector institutions and/or academic institutions.
Strong experience of RBM and monitoring and evaluation tools;
Demonstrated organisational, analytical, communication and interpersonal skills;
Ability to work independently, take initiatives and prioritise work tasks;
Flexibility and ability to work under pressure and complete tasks within given timeframes;
Proven skills to work in teams and generate innovative, practical solutions;
Knowledge of, or experience working with, e-learning/blended learning is desirable;
Fluency in English;
Cultural sensitivity and judgment;
Sound knowledge of Swedish and/or other international development cooperation.
