The Programme Manager will in specific manage the ILAC Syria Programme.

Strategic development:
• Based on contextual analyses and assessments of judicial sectors and in collaboration with ILAC's members, contribute to the network's responses to identified new opportunities for programmatic support.
• Develops programme proposals to solicit for funding of programmes.
• Contributes to the strategic development of ILAC.

Operations
Manages ILACs programme(s) and is responsible for:
• Assessing and monitoring the implementation of programme(s) (in specific the Syria programme) and results achieved and ensures that ILAC's programme(s) are delivered effectively and with high quality in compliance with the strategic plan, annual work plans and entered donor agreements and lead to sustainable results.
• Plan and implement activities as outlined in approved work plans, including: developing terms of reference and agreements; developing materials; securing necessary inputs for activities; making necessary logistical arrangements (travel, accommodation, etc.); and coordinating completion of activity deliverables.
• Stay informed of relevant geographic/thematic/political developments for the successful carrying out of duties and responsibilities of the position.
• Initiate and maintain regular contact with members, partners, relevant authorities, organisations, donors, etc.
• Prepare narrative reports to analyse the results of activities/programmes carried out.
• Contribute to the development of working methodologies and tools for the improvement of programmes.
• Provide support and guidance to implementing member organisations.
• Conduct relevant research that informs and enhances the quality of programmes.
• Conduct and contribute in various types of programmatic meetings and learning events with implementing members and national partners in various countries.

Contractual responsibilities
• Develop contracts with consultants, within the scope of programmes.
Administration and Finance
• Develop and monitor programme budgets and work plans, ensuring that budgetary resources are efficiently utilised to achieve expected results.
• Assess partners' financial and audit reports in accordance with the ILAC tool. Prepares supporting document for the financial manager's decision.
Relations
• Maintains a regular communication with implementing members and represents the ILAC secretariat in the relations with them
• Represents ILAC externally in programmatic work, seminars or when appointed in other relevant contexts

Necessary & Preferred Qualifications

• The applicant must have an academic degree in law, political science, development cooperation studies or other relevant studies.
• The applicant must have at least 5 years of documented relevant experience of independently handling all aspects of programme management.
• The applicant must have proven experience of planning, managing and monitoring for results, including methods for the same;
• The applicant must have the ability to plan, coordinate and organise work independently with in-depth understanding of its strategic direction
• Preference is given to applicants who have experience within or related to the Rule of Law field.
• Preference is given to applicants who have experience of gender mainstreaming in practise.
• Preference is given to applicants who have direct experience working and living in fragile and post conflict countries.
• Preference is given if the applicant has experience in leading teams or supervising local staff in conflict affected areas.
• Preference is given if the applicant has experience in managing international development programmes funded by Sida.
• The applicant must be fluent in English and it is a merit if the applicant speaks a second language - preferably: Arabic, Turkish or Spanish.

ILAC has recently gone through a major organisational restructuring with updated systems and processes for the strategic planning and conceptualisations of our work as well as to manage programmes. ILAC 's major donor is currently the Swedish International Development Cooperation Agency, Sida.
The ILAC secretariat, based in Solna, has three departments: Assessments & Legal Analysis, Administration & Finance and Programme department.
