ESS will provide scientists with unique and powerful neutron scattering instruments for the study of a large range of materials - from polymers and pharmaceuticals to membranes and molecules.
The ESS project is partnered by 16 European countries, and hosted by Sweden and Denmark. The ESS will be built in Lund, Sweden, by a collaboration of European scientists and engineers. ESS is planned to produce the first neutrons by 2019.
General description
The position involves directing, planning, coordinating, organising and controlling procurement for ESS AB, and includes worldwide procurement of a broad range of commodities for programme and administrative support. The work involves close cooperation with different departments within ESS AB in order to accomplish the organisation's mandate and to meet its objectives for the different phases of the project. It also involves internalisation of the organisation's procurement policies, as well as the rules and procedures of evolving procurement issues.
Description of tasks
• Plan, organise, coordinate and supervise in the most effective and economic manner ESS AB procurement activities and review work flows and practices to optimise use of resources;
• Develop and implement, as well as improve, procurement and contracting procedures and methods for the efficient conduct of procurement and contracting operations, including the development of the structure and applicable functionalities of the procurement module of ESS AB;
• Conduct, advise and/or direct the necessary planning, solicitation, negotiation, administration, and if necessary, termination of contractual and procurement actions;
• Develop strategies for contracting of services, contracts, systems and procedures; controls and innovates on contract terms and conditions;
• Act as principal adviser on contracting and procurement actions to the ESS AB departments and, in close cooperation with ESS AB departments and specialists, establish routines and procedures for realisation of procurement process;
• Monitor organisation's procurement service standards, carry out continuous analysis of the working methods and systems of the unit, identify problem areas and introduce improvements;
• Advise organisation management of short- and long-range procurement and contract implications of programme and budgetary plans of the organisation, and carry out critical and continuous analysis of the working methods of the unit, identify problem areas and introduce corrective solutions;
• Ensure that the commodities, services and equipment are purchased under optimal circumstances consistent with acceptable technical and environmental standards, and assume responsibility for final preparation and clearance of all contract or procurement actions.
