Two Controllers The International Land and Forest Tenure Facility (the Tenure Facility) is an international financial mechanism established in 2017, with a secretariat in Stockholm, Sweden. The Tenure Facility aims to: (1) scale up implementation of tenure reform policies and legislation; and (2) enable national governments and communities to test new models and strategies and approaches to implement law and policy. The Tenure Facility provides grants and technical assistance directly to Indigenous Peoples' and local communities' organizations to support their initiatives in Africa, Asia and Latin America and shares the knowledge, innovations and tools that emerge. Implementing tenure reform contributes to reduce conflict and furthers the achievement of global human rights, food security, sustainable natural resource management and other development goals. The Tenure Facility has a secured multi-year funding and the secretariat is therefore looking for two controllers. Please look at our website www.thetenurefacility.org for more details. Overview of the positionsAs a controller you will be the Tenure facility's main resource for general financial management, assessment and monitoring, internal control of the projects and partners to which the Tenure Facility provides funding. You will support and work closely with the program officers, who are responsible for managing the grants. You will report to the Chief Operating Officer. The position involves in-country visits to project partners a few times a year. Overarching responsibilities · Contribute to establish the Tenure Facility as a highly credible and respected foundation among international development institutions and donors· Generate mutual trust and respect of local communities and Indigenous Peoples and their cultures, with full awareness of the intricacies of relationships among them and their allies and supporters· Contribute to a collaborative and resilient internal working culture for sustained progress on the Tenure Facility's strategic goals and objectives Job functions In your role as a controller the main responsibilities will be to carry out the following:· General financial management and accounting, including preparation of annual budgets and reports · Managing the External Audit process· Analyze and assess grant budgets in project proposals · Perform risk assessments regarding financial management and internal control of projects and partner organizations · Participate in assessing the quality assurance of project proposals· Monitor risk and ensure appropriate risk mitigation and support/follow up measures are taken · Monitor, analyze and approve financial reports submitted by the project partners· Ensure the financial reporting from project partners feeds into the aggregated TF reporting· Analyze and follow-up on issues identified in project reports· Assess project partners audit reports and coordinate with program officers to address any issues· Coordinate and ensure financial capacity building within partner organizations· Evaluate and follow-up if the funds provided to project partners have been spent inappropriately· Ensure compliance with relevant internal control regulations and adherence to anti-corruption policies· Provide training and advice to colleagues on the above topics and on anti-corruption in general Qualifications and experience· Degree in business administration· At least five years of relevant working experience · At least two years of experience from working in an international environment, preferably in a region where the Tenure Facility supports projects· Fluency in Swedish and knowledge of Swedish regulations. · Fluency in written and spoken English, which is the Facility's working language. Preferably one additional relevant language, such as French, Spanish and/or Portuguese· Excellent skills in working with MS Office, in particular Excel We envision a diverse team with broad and complementary language skills, professional experiences and geographical and thematical backgrounds. Terms of employmentThe two positions refer to full-time permanent positions with six months' probation period. Starting date as agreed. Salary by agreement.
