Child Protection Consultant till Dec 31, 2018

UNHCR, the UN Refugee Agency, is a global organisation dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. UNHCR teams are present in 128 countries, working hard to help the displaced, specializing in a wide range of disciplines, including legal protection, administration, community services, public affairs and health.

Background

The UNHCR Regional Representation for Northern Europe is based in Stockholm, Sweden and is responsible for eight countries: Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden. A key priority for the Office in Stockholm is to support the realisation of standardised child-friendly asylum and migration procedures throughout the region, which ensure that children are protected and can access procedures and solutions in accordance with their best interests. UNHCR has together with UNICEF and IRC recently developed a roadmap to support states to better operationalise their response for the reception and protection of UASC in Europe - the Way Forward to Strengthened Policies and Practices for Unaccompanied and Separated Children in Europe. This roadmap contains recommendations for efficient, lean and harmonized processes which ensure children are protected and can access procedures and solutions in accordance with their best interests are based on consultations with practitioners from nearly all European states, consultation with European Union (EU) level actors, Member States, and individual or group discussions with UASC living in Europe.

UNHCR RRNE is seeking a consultant with experience in child protection to lead a Child Protection Innovations Lab in 2018 in Sweden in partnership with Förnyelselabbet. UNHCR will invite multi-sector partners to collaborate, through an innovations lab process, on addressing challenges and gaps in the reception of UASC in Sweden.

Objective:

The Child Protection Consultant will be responsible for managing the project on behalf of UNHCR and, in cooperation with Förnyelselabbet, to lead the Innovations Lab to develop and test efficient, lean and harmonized processes for UASC in Sweden which ensure that children are protected and can access procedures and solutions in accordance with their best interests.

Responsibilities:

The consultant will lead the Child Protection Innovations Lab on behalf of UNHCR in accordance with UNHCR principles and positions on child protection. He/she will develop an engagement strategy with relevant government and non-governmental stakeholders, including UASC, and lead the Innovations Lab process in collaboration with Förnyelselabbet. The consultant will support Förnyelselabbet in the planning and delivery of workshops and provide child protection expertise at the workshops and to the development of pilot processes. The consultant will consolidate the feedback from the workshops and support participants as processes are tested by workshop participants. At the completion of the Child Protection Innovations Lab, the consultant will develop a report based on the outcomes of the workshop and recommendations for improved procedures and solutions in accordance with the best interests of the child. The consultant will also organise a national roundtable where the recommendations and pilot processes will be discussed.

Deliverables:

• To develop a stakeholder engagement strategy for carrying out the consultation process.
• To prepare and deliver workshops, consolidate feedback from workshops and provide child protection expertise throughout the development of the processes.
• To support workshop participants in the testing phase and ensure that experiences are captured to further refine the model processes.
• To fulfil the project's reporting requirements, including an internal report capturing recommendations and lessons learned and an external report with recommendations for an efficient, lean and harmonized processes for UASC in Sweden based on the workshops, which ensures children are protected and can access procedures and solutions in accordance with their best interests.
• To organise a national roundtable with key stakeholders where the outcomes of the workshops and recommendations will be shared and discussed and draft a conference report.

• Familiarity with various writing techniques.
Minimum Requirements, Qualifications and Experience
• A graduate level-degree in a relevant field (e.g. social work, international relations, law, refugee issues) and a minimum of two years professional work experience in child protection.
• Experience in the delivery of child protection trainings or other capacity building initiatives is an asset.


Contractual arrangement and salary
According to standard UN contracts for consultants or affiliate workforce.
Must be available for some domestic travel.
