The International Institute for Democracy and Electoral Assistance

Oversees the financial administration of donor grants; ensuring that programmes accomplish their approved initiatives and meet compliance and reporting requirements. Assists in the budget development process and performs budget analysis duties.

Duties and Responsibilities
Coordinates the budget processes within programmes and the Budget and Programme Performance Unit; Consolidates budget figures and management information, and presents details to the Secretary-General; Provides support and guidance to Programme Managers with the preparation of budgets; Tracks the financial progress of projects; Analyses project expenses as required and reports budget deviations; Develops efficiency and effectiveness measures to address overhead cost and billing and ensures measurable objectives in all planned activities; Oversees budget proposals; optimizes cost-recovery and ensures alignment with strategic activities, staffing plan and donor requirements; Directs the grant management process, focusing on proposal development, grant signature process, amendment, financial reporting and audit; Oversees grant income and expenditure; Oversees, develops and monitors grant activities such as budget tracking and reporting; Oversees maintenance of grant management documents and reports as required by donors; Advises and counsels Staff Members to ensure accuracy and compliance in financial management and reporting of grant funds, and to identify potential financial risk areas in preparation of audit compliance; Guides Staff Member actions and strengthens adherence by providing staff with the required technical support, guidance and training to ensure all restricted project are donor compliant.;Establishes measures to ensure consistency in practices; Supports the Head of Budget and Programme Performance with strategic, personnel and budget planning.

Reporting Line
Head of Monitoring, Evaluation and Learning.

Programmatic Knowledge
Excellent knowledge of project design, grant administration and management, including budgeting, costing of proposals, monitoring implementation, reporting, audit management and acquittal of funds; Solid knowledge of procurement and contracting concepts, tendering, contract design and administration issues, multi-party agreements. Ability to draft non-routine contractual instruments and use independent judgement and creativity in resolution of contract issues; Ability to review and edit the work of others; Has in-depth knowledge and extensive work experience in own discipline, combined with a good understanding of related disciplines in order to approach activities in a holistic manner.

Operational Knowledge, skills and experience
Collaborates with internal Project Managers, implementing partners and external donor finance functions to align financial and technical reporting to ensure the integrity of projects/programmes; Integrates a results-based approach into the design, management and evaluation of all his/her activities; Has thorough understanding of relevant issues in the key geographical zone where his/her work is implemented; Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management.

Manages a generally homogeneous team, sets team priorities and manages resources; Acts as a model and resource for colleagues.

Will solve complex challenges, approach issues with new perspectives, and analyze situations from a multitude of intervening factors.

Liaises permanently to all internal and external stakeholders involved in his/her project; acts and is perceived as an initiator of relevant communication to solve issues; Drives projects and assignments through communicative personal energy and engagement; Can explain sensitive information with diplomacy, and build consensus; Is able to present his/her activities and represent International IDEA effectively in all professional circles. Fluency in English and French or Spanish is essential

Education and Experience
Post-graduate qualifications, plus a minimum of 6 years of progressively responsible professional experience in project/programme management, administration, including experience in planning and management of project grants, or related area is required, as is working experience in the monitoring and evaluation of grant management; Exposure to various donor practices, especially the EU, with in-depth knowledge of both PAGODA II and PRAG procedures, is essential; Previous experience of supervising and directing individuals and small teams; Fluency in English and French or Spanish is essential. Knowledge of a widely spoken language in an International IDEA priority region e.g. Arabic, advantageous

Terms of Contract
Two (2) year fixed term appointment
Salary ?5 456 NET per month
Start date as soon as possible
